Duties
- You will serve as a NMIO Maritime Domain Integration (MDI) Policy Advisor to lead policy initiatives and implementation activities of the interagency National Maritime Domain Awareness Executive Steering Committee (MDA ESC).
- You will participate in and guide Federal interagency efforts to implement the objectives of the National MDA Plan, and propose, develop, and implement collaborative solutions to the National MDA challenges.
- You will support the Navy’s role as Department of War (DOW) Executive Agent for MDA and serve as the Navy’s interface with the Intelligence Community for the management of maritime commercially acquired information.
- You will establish metrics, measure effectiveness, and provide recommendations to the Secretary of War on MDA investments across the DOW.
- You will deliver effective MDA strategy and guidance, consistent with national MDA programs strategies, to Navy and DOW components engaged in MDA related operational activities and analysis.
- You will design effective strategies and ensure transparency for the acquisition of commercial maritime data by the Navy, Joint warfighters, and other national level MDA data procurers.
- You will implement recommendations and executive-level decisions on initiatives to collaborate, share, and leverage knowledge, expertise, strategies, and planning across multiple agencies.
- You will work directly for, on behalf of, and advise the Executive Director and with Portfolio Mission Managers to achieve the NMIO mission.

- This position may require a 2-year DCIPS trial period.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- You will be required to obtain and maintain an interim and/or final top secret/ SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience with Maritime Domain Awareness and/or maritime intelligence, surveillance, and reconnaissance (ISR) technology, systems, or tools in an applied analytic work role.
- Superior interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic and policy-support projects.
- Expert ability to work with and fairly represent the Navy, Department of War (DOW), or Intelligence Community positions on Maritime Domain Awareness strategy and policy when analytic views differ among stakeholders.
- Superior ability to manage MDA collection programs or to produce analytic finished intelligence derived from MDA systems and technology and broad knowledge of the role of intelligence analysis related to MDA collection.
- Deep understanding of relevant allied and partner relationships and priorities in MDA collection or analysis, along with the ability to represent United States Government positions in various fora at all levels.
- Extensive communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent.
- Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of USG management and foreign partners.
- Superior negotiation skills and the ability to build consensus, work effectively, and independently exert influence on major ODNI stakeholders.
