Duties
DUTY 1
Performs career broadening assignments reviewing, interpreting, initiating, and developing procurement policies and procedures. Acts as a project officer on complex programs, many of which are without policy precedence. Maintains current knowledge in and provides expert technical guidance over contracting laws, policies, procedures, information systems, and business practices relating to the functional area assigned.
DUTY 2
Performs career broadening assignments involved in researching contracting and acquisition issues to determine problem areas and develop viable solutions. Makes technical determinations in area of responsibility as to course of action to pursue and resolves problems that require inter-functional decision or acquisition reform at headquarters level.
DUTY 3
In a career broadening capacity, represents the concerns of the Department of the Air Force at senior strategic meetings and conferences; helps to prepare staff studies and various documents to meet special needs; helps to develop and deliver oral presentations; supports steering committees.
DUTY 4
In a career broadening capacity, Contract Administration and Contract Negotiation: Performs broadening assignments in policymaking for contract administration, contract negotiations, pre-award, and post award functions. Leads change by participating in various policymaking and procedures development for contracting functions such as, formulating the negotiation strategy and objectives and conducting extensive negotiations.

- Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Incumbent must have experience or exposure to procurement and contracting principles, policies, procedures, and regulatory requirements, methods, and contract types.
- Employee must file the required financial disclosure statement(s).
- Employee must maintain current certifications when applicable

- DAWIA is highly recommended, however, not required.
Qualifications
This is an Interdisciplinary position that can be filled as a Community Planner (0020), Biological Scientist (0401), General Engineer (0801), Architect (0808), and Physical Scientist (1301).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SERIES 0020
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance
SERIES 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
SERIES 0801 / 0808
Degree: engineering or engineering technology. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in engineering or engineering technology from a program that is accredited by the Accreditation Board for Engineering and Technology (ABET) 1 ; or (2) include differential and integral calculus and courses (more advanced than firstyear physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
SERIES 1301
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the NH-03 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a range of multidisciplinary general engineering concepts, principles, practices, standards, methods, and techniques used to analyze and integrate program management (strategic planning, Integrated Installation Planning, asset management, installation management, and civil engineering).
2. Knowledge of a wide range of concepts, principles, and practices relating specifically contractual instruments, contracting operations, and detailed procedures of contracting requirements sufficient to develop sound strategies and provide effective policy guidance.
3. Knowledge of and skill in evaluating state-of-the-art advancements in theory, application, technology, and policy affecting systems being developed and in supporting the critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Ability to provide effective leadership through application of sound business acumen in order to resolve acquisition problems resulting in acceptable solutions.
5. Ability to support execution of complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
7. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.
