Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position will direct, assist, and advise in the planning, direction, and administration of complex construction contracts while exercising supervision and administration responsibility for assigned projects.

Duties

  • Review existing and projected construction contracts, plans, and specifications from the standpoint of anticipating and making recommendations to improve quality and facilitate effective administration.
  • Work with other Corps of Engineers team members, architects, engineers, and construction contractors to ensure requisite quality control is maintained, work is performed in accordance with contract provisions.
  • Develop preliminary findings on specifications, estimates, and recommendations for contract change orders and supplemental agreements involving additions and changes in work, designs, methods, materials, equipment, time, and costs.
  • Ensure technical problems during site preparation and construction operations are resolved with minimal impact on project execution.
  • Work with customers/sponsors/outside agencies to promote favorable and effective working relations and ensure adequate construction progress is maintained.
  • Responsible for administration and oversight of construction contracts and serve as a technical and administrative advisor to the Resident Engineer.

  • Temporary duty travel of 10% of the time is required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Overseeing construction projects including performing safety and quality assurance inspections; providing technical oversight and direction; leading a team project on team-based projects devise, customize, operate, oversee, and/or evaluate specialized information technology systems, processes, and applications pertaining to the performed work and the delivery of its design, end products, or services; recommending solutions to modify standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex problems as it relates to Civil Work construction projects and contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education

  • Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
