Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing all activities related to Counseling, Advocacy, and Prevention (CAP) and services ensuring contract deliverables are within CAP program requirements; 2) Overseeing employee's developmental needs and providing training needs to improve job performance and expectations; 3) Providing expert-level management and oversight of CAP program services, identifying gaps to include assessment and treatment related issues, administrative procedures and provide recommendations for improvement; 4) Serve as the CAP representative attending and coordinating various meetings and committees to meet membership and training requirements.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Professional Social Science series 0101:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Professional Psychology Series 0180:
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
- Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
- Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
Professional Social Work Series 0185:
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.
Additional Information:
Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.
PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location. OTHER REQUIREMENTS Per SECNAV instructions, incumbent must be qualified as a Tier III provider, and shall meet the following requirements:
- Education including at least one of the following: 1. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree. 2. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree. 3. Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree. 4. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
- Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
Must have or be able to obtain and maintain a Non-Critical Sensitive Clearance with child care eligibility. FFSC personnel are not permitted to provide services alone to minor children until this condition is met.
The work is primarily sedentary in nature but may involve periods of high stress secondary to its varied and complex demands. The regular work performed involves sitting at a desk, sitting in meetings and conferences. Incumbent must be sufficiently mobile to climb stairs and to make site visits to associate military and civilian facilities in the local geographic area.
Work is performed in a normal office setting or conference room. Work is performed under constant demands to meet deadlines for completion of tasks. Work also involves dealing with sensitive, controversial and emotional issues due to the nature of sexual and/or child abuse allegations, domestic violence, suicidal and homicidal ideations and other violent behavior.
