Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Architect-Engineer (A-E) Contract Manager with assigned responsibility for: the management of all phases of complex Architect-Engineer (A-E) contracts and as design coordinator and spokesperson for assigned projects.

Position will be filled at the GS-11 or GS-12 level.

Duties

  • Serve as a Project Engineer/Architect with responsibility for managing all phases of complex Architect-Engineer (A-E) contracts and serving as the coordinator and spokesperson for assigned projects.
  • Review directives and/or criteria which outline the requirements and funds limitations for proposed work.
  • Determine the extent of design activities involved, coordinates the development of design criteria, and prepares description of work.
  • Provide pertinent regulatory and engineering requirements, and initiates and monitors on-site pre-design conferences.
  • Analyze project criteria, man-hours, travel, overhead requirements, and an application of reasonable profit levels to prepare estimates for the A-E's design fee and estimates of in-house review costs.
  • Review A-E proposals against previously prepared Government estimates, research and discuss differences with A-E, provide clarification and guidance, and participate in negotiations to eliminate misunderstandings to obtain a fair and reasonable cost.
  • Regularly contact A-E to monitor the status of work, monitors expenditures to efficiently maintain a funding level that provides for optimum design project progress and initiates appropriate action when changes in funding are needed.
  • Responsible for preparation and submittal of A-E performance evaluation for both design and construction support phases.
  • Coordinate engineering and design support of construction activities; reviews construction contract modifications or changes which involve revision of previously prepared designs.
  • Discuss work with A-E firm, and assists in negotiating design contract modifications, or new design contracts, where work is extensive enough to require such action.

  • This position requires Professional Registration and Engineer (PE)/Architecture (RA) License at the GS-12 Level.
  • Employee has responsibility for engineering determinations concerning contract awards or other major aspects of design and construction work to be performed by engineers in the private sector.
  • This position requires Temporary Duty Travel (TDY) over 10% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting the basic education requirement listed in the education section below, to qualify for this position you must also meet the qualification requirements listed below:

To qualify at the GS-11 grade level, you must have:

(GS-11)Specialized Experience: One year of specialized experience which includes assisting with agency regulatory guidelines governing the various stages of project development and the design process, providing technical and administrative support, and providing project schedule and budget data for use in determining status of workload. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

To qualify at the GS-12 grade level, you must have:

(GS-12) Specialized Experience: One year of specialized experience which includes preparing A-E design of work, estimate of fees, specifications and negotiation of contracts for design of complex military/civil facilities, cost estimates for large civil works type projects, reviewing construction modifications, initiating fund requests for the projects and reviews budget recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level of GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additionally, you must also have a Professional Engineer (PE)/Registered Architect (RA) License to qualify for the GS-12. (Note: You must attach a copy of your PE/RA License).
