Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
1. Applies the concepts, principles, and practices of software development methodology to data applications.
2. Provides guidance in the areas of military training, modeling and simulation, physical sciences, geography and social sciences, engineering, operations research, and data sciences.
3. Reviews source data providers, and challenges with the data interoperability between the geospatial, simulation and gaming communities.
4. Participates in working groups to provide guidance on open geospatial data sources and formats (e.g. GeoPackage, etc.)
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
1. Provides advice and guidance developing software compliant with cyber security guidance of the Risk Management Framework (RMF).
2. Utilizes knowledge of data science to include areas of data services, modeling and analytics, to teams that perform the mining, collecting, storing, preparation, and provisioning of data and to evaluate software and algorithms.
3. Monitors source data providers, and challenges with the data interoperability between the geospatial, simulation and gaming communities.
4. Participates in a variety of reviews, and working groups to provide guidance on open geospatial data sources and formats (e.g. GeoPackage, etc.)
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
1. Applies knowledge of geospatial data management including data type conversion, coordinate systems and their conversions, to support Joint force development and Joint training.
2. Managed enterprise database systems and architecture (PostgreSQL, NoSQL) to support Joint Training projects and advise on problems and issues encountered.
3. Provides technical input, advice, and guidance n data management and interoperability utilizing common (open source) Geospatial applications and the Geospatial Data Abstraction Library (QGIS, Geoserver, PostGIS, Mapbox, GDAL, etc.) capabilities.
4. Utilizes knowledge of geospatial intelligence (GEOINT) and how Modeling and Simulation applications and Command and Control (C2) systems store, parse and use this data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0150/0801/0810/0854/0855/1301/1515/1550, series as listed below:
For the 150 Series: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR a Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
For 801-810-854-855 Series: Degree: a professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR aCombination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
For the 1301 Series Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR a Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For 1515 Series-Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
For 1550 Series-Degree: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
