Summary

You will serve as an Interdisciplinary General Engineer/Architect in the Facilities Engineering and Acquisition Division of NAVFAC ROICC VICENZA.

Duties

  • You will provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
  • You will design-bid-build and design-build projects, reviewing pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • You will review and approve technical contractor administrative submittals.
  • You will monitor available project budget and time constraints.
  • You will visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings.

  • This is a Level I Non-Critical Acquisition Position in the Engineering and Technical Management career field under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • The incumbent is required to attain DAWIA level I certification within 24 months of appointment.
  • Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable. If registration has not been obtained, then it is expected that the minimum education and professional experience requirements have been met.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 2) Using the knowledge of engineering/architectural concepts, theories, principles, practices, and techniques to plan, design, construct and maintain a wide range of engineering projects; 3) Providing advisory services for the design, construction, and oversight of plans and design criteria for repairs and alterations of large structures such as, office buildings, warehouses, parking facilities; and 4) Developing creative and technically sound solutions to problems not remedied by standard and pre-defined processes.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. ADDITIONAL INFORMATION
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
