About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Serves as a Procurement Analyst in Army Materiel Command (AMC).
  • Works with data analytic software and methodologies.
  • Analyzes supplier performance data from internal and external sources and supports data aggregation for scorecard metric calculation display.
  • Analyzes data analytic tools, models, methods, and techniques to identify and demonstrate trends in financial data
  • Supports the planning, development, implementation, and management of effective and affordable product support strategies for demands throughout the life cycle for weapons, materiel, or information systems
  • Conducts ongoing surveillance of awarded contracts and delivery orders to ensure on-time delivery of supplies and acceptable performance of services.
  • Responsible for initiating/coordinating acquisition requirements, developing requirements packages and acquisition strategies that support the efficient and effective management of a procurement program, and tracking/evaluating supplier performance.
  • Develops recommendations for process improvements, category management, and other potential acquisition strategies.
  • Monitors contractual delivery schedules to ensure end-user needs are met, considering command-assigned priority of the end item and contract delivery status.
  • Tracks open deliveries and maintains communication with the contracting center and contractors to facilitate proactive delivery status updates.
  • Communicates delivery delays to internal stakeholders to facilitate decisions regarding supply posture, order release strategy, and readiness driver mitigation
  • Verifies funding is available to execute or support acquisition strategies based on AMC prioritization model(s).
  • Updates financial requirements with the budget office and tracks changes in funding authorizations.

  • Ensures accuracy of cost and target award dates against the spend plan.
  • Reviews and amends planned procurement stage gates, base estimates, complexity, and constraints as acquisition requirements evolve.
  • Works with contracting center, engineering support activity, and other stakeholders to resolve delays to contract award and delivery delays.
  • Informs supply planner of requirement amendment impacts to contract award timeline and works with contracting center to process requirement changes, as required.
  • May be required to take Contracting Officers Representative (COR) training and be appointed as COR for one or multiple contracts

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Advanced certification within 48 months as of entrance on duty.
  • This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics level one (1) certification within 12 months of being placed on the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • One year trial/probationary period may be required.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: Serving as an Inventory Management Specialist (Procurement Coordinator) focused on managing procurement actions, contracts, acquisition requirement packages, and/or monitoring vendor performance. As a Procurement Coordinator you have experience at the NH-02 level for initiating and coordinating acquisition requirements, developing requirements packages and acquisition strategies that support the efficient and effective management of an assigned procurement program, and tracking and evaluating supplier performance.

  • This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-03 broadband, subject to the CECOM control point policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.
  • This is a DoD Acquisition Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. This position is subject to the Command's policy regarding control points. The salary for this position ranges from the equivalent of GS-12/step 1 to GS-13/step 05.
