Duties
As an Information Technology Cybersecurity Specialist, you will:
- Coordinate the development and implementation of cybersecurity requirements, including providing cybersecurity technical expertise support for projects, tasks, or working groups.
- Contribute to the development of federal energy management cybersecurity planning documents that include focus areas for risk, vulnerability risk mitigation, and threat deterrence as well as resilience areas for critical infrastructure.
- Conduct research and analysis, with support from national labs, on emerging Federal Cybersecurity policies, regulations and standards, including relevant Congressional activities that are pertinent to federal energy management, federal facilities management, fleet management, and operational technologies for federal facilities/sites.
- Coordinate data collection to be used in program evaluation reports, technical papers, or FEMP stakeholder reports.
- Contribute to agenda development and program implementation supporting the activities of the Interagency Working Groups and other meetings in support of FEMPs cybersecurity programs.
Highly desired candidates will also demonstrate knowledge of or experience with the following:
- Knowledge of NIST Cybersecurity Risk Mitigation (NIST RMF 800 series).
- Knowledge of Federal ZERO Trust policies, and Federal energy management policies stemming from statutory and Executive branch authorities, regulations, and guidance documents.
- Excellent communication skills utilized to prepare written documentation such as agendas, executive briefings, and presentations.
- Experience with program management or program evaluation.
- Knowledge of energy management, critical infrastructure resilience or energy efficiency technologies.
- Systems thinking and technology software integration skills, including knowledge of technology supply chain mapping.

This position is announced under a government-wide Direct-Hire Authority (DHA) for IT Cybersecurity Specialist positions in the 2210 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.
Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
