Summary

You will serve as an IT Program manager within OFFICE OF NAVAL RESEARCH PMR 51.

Duties

  • You will serve as the Technical Authority and the Contracting Officers Technical Representative (COTR) for all Information Technology (IT) systems and networks within PMR-51.
  • You will serve as the IT point of contact for the directors, managers, and technical staff on any IT related issues, contract, policies, or procedures.
  • You will provide authoritative program-related advice, information, and guidance regarding current and future information systems concepts, doctrine, methods, practices, operations, and technologies.
  • You will coordinate resources and prioritize and track projects along with the project portfolio as they relate to selection, acquisition, development and installation of major IT systems for the Program Office.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (GS 11-12 OR NO-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Expert knowledge of IT project management sufficient to understand technical requirements, apply acquisition policy, as well as prepare and track overall project budget; 2) Advanced knowledge of, and skill in applying project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments to manage assigned projects; 3) Knowledge and understanding of the Risk Management Framework (RMF) and of the Joint Air Force Army and Navy manual (JAFAN); 4) Extensive knowledge of ONR's organizational structure and its interrelated elements and programs, mission, policies, goals, and philosophies; and 5) Excellent judgment, objectivity, ability to work with others, with strong communication skills, and the ability to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
