Summary

As an IT Program Manager you will manage information technology projects to provide a unique service or product.

Location of Position:  Office of GSA IT-Office of Corporate IT Services (IDC).  This is Virtual/Remote position.  Duty location will be determined upon selection.  

This is a TERM appointment for 2 years, appointment may be extended for 2 more years (up to 4 years total).

Duties

We are currently filling only one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area, as needed; through other means; or not at all.

The Office of Corporate Information Technology Services (IDC) provides enterprise solutions for GSA’s Corporate IT systems portfolio, and advises GSA’s Service and Staff Offices on IT tools that support and enhance GSA’s enterprise functions. The Office of Corporate IT Services focuses on the delivery of innovative IT platforms, services, and solutions for the GSA IT enterprise.

As an IT Program Manager you will be responsible for the following duties:

  • The employee is responsible for managing or overseeing a variety of duties related to the implementation of long-term IT projects including: Identifying agency needs and requirements; Analyzing systems requirements and environments; Conducting or leading lower graded employers in the completion of in-depth analytical studies, cost-benefit analyses, and other research projects; Ensuring compliance with laws, regulations, policies, standards, and procedures; Identifying standards and requirements for infrastructure configuration or enterprise architecture change management; Ensuring appropriate product related training and documentation are developed and made available to customers.
  • Project areas include any of the following: broad IT solutions projects; enterprise architecture and IT structural framework design and modification; IT security policies, procedures, software, or hardware modifications to ensure data and network security; systems analysis projects designed modernize current systems; state-of-the-art network services and products implementations and upgrades; overhauls of data management and data storage methods; IT policy updates and/or overhauls in response to government-wide mandates; and customer support system improvements. Many projects involve state-of-the-art technologies for which no policy or technical guidance exists.
  • The IT Program Manager ensures multi-phase, long-term projects are coordinated and integrated throughout GSA to ensure interoperability and system integrity. Projects may represent one-time, multi-year activities or an ongoing responsibility for IT related programs or projects for a large organization. Projects represent significant financial and resource costs to the agency. The employee may draft agency-wide policy guidance in response to government mandates or significant technological changes.

  • Current or Former Political Appointees:  The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-14 salary range starts at $124,531.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience in establishing enterprise architecture, designing and managing Information Technology (IT) programs for Human Resources (HR) and Payroll systems. Experience must include: IT architecture and integration to HR and Payroll IT systems that respond to business requirements, end-user needs, and incorporate goals and mission.

Note -TERM appointment

• Ineligible for life insurance and retirement but covered under social security (FICA).

Knowledge, Skills and Abilities (KSA'S):

  1. Mastery of and skill in applying advanced IT concepts, principles, methods, industry standards and practices to develop and interpret policies and provide expert technical advice and guidance on critical IT issues, and to apply new developments to special projects.
  2. IT knowledge and skill, program management at this level requires specialized project management skills and abilities in the areas of business process reengineering; capital planning and investment analysis; cost-benefit analysis; various contracting and procurement methods and techniques; life cycle logistics; leadership; financial and risk management; quality assurance; and requirements analysis.
  3. Mastery of multiple IT specialties and their interrelationships and skill in applying this knowledge to the agency's IT architecture, new IT developments and applications, and emerging technologies and their applications to business processes.
  4. Mastery of and skill in applying IT systems management methods, including enterprise architecture and design to support performance monitoring; IT architecture and protocols of GSA and serviced organizations to plan projects and integrate and enhance highly efficient IT systems that respond to business requirements, end user needs, and incorporate GSA's goals and mission.
  5. Mastery of the mission, business, financial resources, and technical requirements of serviced organizations, and of new and innovative customer support methods and technologies to develop plans and projects to improve customer satisfaction.
  6. Knowledge of agency and Federal acquisition management policies, procedures, regulations, and contracting methods to evaluate contractor proposals and monitor contract performance.
