Summary

You will serve as an IT PROJECT MANAGER (INFOSEC) in the Warfighter Defense & Systems Integration Department (W), Battle Lab Division (W4), Demonstration & Assessment Team Branch (W41) of NAVSURFWARCEN IH DIV.

Duties

  • You will assign and coordinate work for information security personnel, manage support agreements with DoD sponsors, manage support contracts and contractors, and allocate and manages DAT resources for programs.
  • You will ensure DoD sponsors design, implement, and maintain robust cyber defenses.
  • You will serve as Contracting Officer's Representative (COR) and perform duties as appointed per NAVSEA Instruction 4200.17 (series) in order to represent the contracting officer and to ensure proper execution of the assigned contract(s).
  • You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
  • You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintain required documentation to support monitoring Contractor performance.
  • You will notify the contracting officer of any contractor performance issues and take corrective action as appropriate.
  • You will document contractor performance on an annual basis, at a minimum, and submit an annual assessment in the Contractor Performance Assessment Reporting System (CPARS) when/if required.

  • This is a Cyberspace Workforce position, work role code STES, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying software security risks and developing cybersecurity policy and procedures to ensure compliance and resolve issues for the success of the cybersecurity project. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
