Summary

This is a permanent career position (GS14) as a technology IT Project Manager in the Information Analysis Center (IAC) Program Management Office (DTIC-I). Provides key project analysis assistance to the IAC Program Manager in developing, implementing, maintaining and monitoring the execution of technology projects, DoD policies, plans, program and procedures, related to the DoDIAC Program and customers.

Duties

  • Facilitates leadership’s overall visibility into the work of integrated project management teams tasked with implementation of technology systems across programs and customers.
  • Collaborates and consults with leadership to manage workload and prioritize projects.
  • Develops forecasts, analyzes productivity across project teams.
  • Maintains visibility into project costs and develops plans and reports that provide management with understanding to make operational decisions.
  • Maintains up-to-date knowledge and understanding of customer and program needs, goals, objectives.
  • Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

In addition to meeting the basic requirement, qualified applicants must possess: One year of experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-13, within the federal service, which demonstrates the ability to perform the duties of the position, is required.

To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

For this position, qualifying experience is defined as experience in management, organization, and IT project management techniques/procedures to perform a wide variety of analytical studies/projects related to management improvement, productivity, efficiency, internal controls and long-range planning of technology projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.,

There is no substitution of education for specialized experience at the GS-14 grade level.

  • Selectee must have their Program Management Practitioner Certification (or be eligible for certification within 60 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.   • Background or Security Investigation: The individual selected will be subject to an investigation in conjunction with granting of a security clearance prior to appointment. Selectee must be able to obtain and maintain a Secret security clearance.
