The United States Space Force (USSF) at JBSA-Randolph, San Antonio, TX is searching for a IT Product Owner/Specialist, ETM (NH-2210-04, GS-14/15 Equivalent).
Description:
The Enterprise Talent Management Office (ETMO) is seeking a trailblazing IT Product Owner to support the United States Space Force (USSF) in the newest frontier of national defense. This is a first-of-its-kind opportunity to play a key role in HR IT development for Guardians in part-time & full-time work roles assigned to USSF missions. Ideal Candidate:
The ideal candidate for this position has an HR IT background in various DoD HR IT systems. Candidates should possess an Engineering or IT Bachelor's degree or higher with several years experience in HR IT product developmental and UI/UX experience.
Key Skills and Abilities:
1. Mastery knowledge of information technology infrastructure systems integration and information technology acquisition and life cycle management, to include master knowledge of hardware and software development, maintenance, and sustainment.
2. Mastery knowledge of current and new information technology system architectures, integration, and interoperability, design operations and configuration, facilities, practices and methodology across the government; qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; life cycle process for systems; trends in present and emerging areas of information technology systems; and processes to develop innovative solutions internally by leveraging Department of Defense and Air/Space Force capabilities and through productive partnerships with industry and academia.
3. Skills conducting risk analysis, feasibility studies, and/or trade-off analysis to develop, document, and refine functional requirements and specifications.
4. Ability to organize the research, development, and adoption of technical standards and solutions that promote the insertion of new technologies in an effective manner across the Department of Defense and Air/Space Force; to plan and carry out work independently.
5. Ability to interpret and translate customer requirements into operational capabilities, and knowledge of organization's enterprise IT goals and objectives; experience with systems testing and evaluation methods.
6. Familiar with AF/A1 IT architectural concepts, frameworks, and operating systems.
7. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.

- Must be able to obtain and maintain a Secret security clearance.
- This position will close after 5 business days or 75 applications, whichever comes first.
- PCS funding is available.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- May be required to travel by military or commercial aircraft in the performance of TDY assignment.
- Experience in Acquisition Program Management, Engineering, Logistics, Contracting, and/or Finance is highly desirable.
- Resumes are to be limited to no more than 5 pages.
- Subject to Temporary Duty Assignment (TDY): 20 days a year.
