Summary

This position serves as the ServiceNow Architecture Developer in the Office of the Chief Information Officer (OCIO), Business Applications Services Directorate (BAS).

The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. More information on the OCIO is available on our website and LinkedIn accounts.

Duties

Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Current DOL policy requires on-site work at least 5 days per pay period. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

This position is in the Office of the Assistant Secretary for Administration and Management (OASAM) the Office of the Chief Information Officer (OCIO), the Business Applications Services Directorate (BAS).

  • Design, develop, and implement AI capabilities for stakeholders, enhancing operational functions and driving measurable improvements in efficiency, productivity, and decision making.
  • Collaborate with stakeholders to identify AI opportunities, ensuring solutions are effectively integrated and align with organizational goals to deliver tangible results.
  • Utilize advanced data analytics and machine learning techniques to drive sustained performance improvements and adapt solutions to evolving business needs.
  • Engage in the design, testing, implementation, and quality assurance of ServiceNow solutions, ensuring compliance with relevant laws, regulations, and policies while maintaining the program's security and resilience.
  • Review proposed architecture diagrams for compliance with technical infrastructure, architecture standards, processes, principles, and methodologies.
  • Coordinate and conduct the governance and portfolio management activities associated with ensuring compliance with enterprise architecture.
  • Develop and execute test plans to check technical performance of infrastructure.
  • Identify opportunities to improve the enterprise level systems to support business processes while monitoring system performance and troubleshooting issues using emerging technologies.
  • Design and implement short and long-term strategic goals for managing and maintaining systems and software.
  • Manage IT projects with high complexity or risk and maintain documentation of system configurations, processes, and procedures.
  • Audit existing systems infrastructure and architecture to ensure an accurate and high-level understanding of present capabilities.
  • Provide guidance and support to developers and project teams, implementing best practices for accessible design and coding.
  • Collaborate with stakeholders, support personnel, vendors, and others to enable completion of requirements; maintains contact with system owners and recipients to manage expectations.
  • Collaborate with diverse personnel to develop systems solutions capable of supporting agency strategy and goals including short, medium, and long-term planning.
  • Collaborate with stakeholders to develop and deliver training programs on Section 508 compliance, promoting an inclusive digital environment.
  • Train and empower end-users to proficiently utilize AI technologies while fostering a culture of innovation and continuous improvement.
  • Provide guidance to customers in the development of IT solutions for business needs ensuring IT systems and software applications are fully compliant with Section 508 accessibility standards.
  • Collaborate with stakeholders to identify and prioritize AI and enterprise architecture business requirements while developing and maintaining workflows, forms, and reports.
  • Performs other duties as assigned.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for IT Program Manager (ENTARCH/AI) (ServiceNow Architecture Developer), as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:

  • Experience integrating ServiceNow with third-party applications and systems using REST/SOAP APIs, IntegrationHub, and MID Server to drive improved IT processes and business improvements.
  • Experience with Artificial Intelligence (AI) technologies for AI adoption and integration throughout an organization.
  • Experience in applying enterprise architecture concepts, principles, qualitative and quantitative methods sufficient to investigate and evaluate new applications software technologies, processes, and systems on various software platforms.
  • Experience in IT systems sufficient to serve as a recognized authority in providing guidance and support for enterprise architecture, applications, systems development, and information management systems.
