Summary

As an IT Program Manager (ENTARCH/INFOSEC), you will manage multi-year IT projects.

Location of position: 

The position is located in the General Services Administration, Federal Acquisition Service (FAS),Office of Information Technology Category (ITC), ?Office of Enterprise Technology Solutions, VIRTUAL.

Duties

  • Conducts program development and program management activities associated with multiple complex IT projects.
  • Develops and recommends requirements and participates in developing and implementing acquisition and program strategies, coordinates with GSA acquisition and program personnel in preparing solicitations for the enhancement of IT offerings, and evaluates and analyzes submitted proposals.
  • Serves during all acquisition phases, providing technical and price analyses.
  • Oversees the monitoring of program and contract deliverables.
  • Forecasts and tracks cost to manage project funding effectively.
  • Serves as an IT Program Manager, strategic liaison, and consultant for ITC management on a wide range of IT project matters that directly shape and influence ITC strategic outreach and engagement objectives, policies, events, executive briefings, and other activities.
  • Monitors existing IT materials and continually conducts a comparative analysis of other competitor marketing materials.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year probationary period, if required

The GS-13 salary range will be determined based upon duty location after selection.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  


Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Supporting delivery of modern IT product(s), platform(s), or service(s).
  • Assisting with the overall planning, management, and/or direction of IT programs or of projects.
  • Conducting one or more of the following technology disciplines: network engineering, product management, design, data science & analytics, or cybersecurity.
  • Applying IT methodologies to provide technical guidance to customers.

  • Mastery knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to information assurance processes.
  • Skill in making applicable IT security recommendations to FAS and GSA leadership.
  • Skill in written communication to formulate policies and procedures and to prepare clear, concise statements of work, reports, project plans, and technical analyses.
  • Skill in verbal communication to make formal and informal presentations and to present sensitive recommendations to higher level management.
