Summary

As an IT Program Manager youwill be developing, implementing, and/or overseeing multi-year IT initiatives for multiple projects.

Location of Position: GSA IT, Office of Acquisition IT Services (IDQBA). This is a Virtual/Remote position. Duty location will be determined upon selection.

Duties

The Office of Acquisition Information Technology Services provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. Additionally, IDQ provides cloud integration technology functions as a shared service for all of GSA IT.

As an IT Program Manager you will develop, implement, and/or oversee multi-year IT initiatives of such magnitude they must be
carried out through multiple related projects.

You will be responsible for the following duties:

  • Managing long term IT projects which include: identifying customer needs and requirements; analyzing systems requirements and environments. 
  • Providing recommendations and advice to stakeholders and senior management officials on IT solutions critical to organizational functions.
  • Ensuring compliance with laws, regulations, policies, standards, and procedures. 
  • Ensuring appropriate product-related training and documentation are developed and made available to customers. 
  • Leading customer support system improvements.

The GS-13 salary range starts at $103,409.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant ensures that activities, services, or products reflect organizational goals and objectives.

Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.

Oral Communication - This skill is generally demonstrated by assignments where the applicant participates or represents the organization or clients at briefings, meetings, or conferences.

Problem Solving - This skill is generally demonstrated by assignments where the applicant evaluates the efficiency or effectiveness of organizational programs, projects, or operations.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience managing information technology (IT) projects that include the following:

  • identifying customer needs/requirements and translating into technical IT solution requirements;
  • analyzing, planning, reviewing and developing IT systems and major changes to existing systems and databases;
  • assisting users through the full lifecycle of an electronic catalog submission, approval, publishing, and order fulfillment;
  • training users and support staff on the use of electronic catalog management systems; and
  • analyzing and synthesizing user feedback to identify areas for system and user training improvements.
