Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
Specialized Experience to qualify for the GS-13 level: To qualify for the GS-13 grade level, you must possess at least one year specialized experience equivalent to the GS-12 level or higher in the Federal service (or private sector equivalent) that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. This experience must include:
- Experience that demonstrates accomplishments of IT architecture, requirements management, and systems engineering across all phases of the project lifecycle;
- Planning, organizing, managing and monitoring efforts related to a project including: procurements, budgets, requirements, contractor deliverables, scheduling, resourcing, risk management utilizing Project Management Industry best practices;
- 1 year or more Project Management working experience;
- 1 year or more Information Technology working experience

Selective Placement Factor:
- Must be a current certified Project Management Professional (PMP) or FAC P/PM Senior level or Level III or equivalent is required. (NOTE: Failure to submit proof of certification will result in an ineligible rating.)
