Duties
The incumbent will perform a wide variety of mid-level duties connected to management, coordination and execution of critical development activities. The incumbent will serve as a project management subject matter expert by providing guidance and direction to project teams, including coordination of all activities of contractors, vendors and other participants for assigned projects. The incumbent will manage mid-level information technology projects. The incumbent will manage multiple complex integrated IT projects including planning, monitoring, testing, and supporting a series of complex enterprise-wide IT systems related projects to deliver capabilities to meet business value objectives within cost, schedule, and cost parameters.
The incumbent also performs and coordinates activities that include:
- Provide project manager guidance with appropriate business domain knowledge to the project teams. Responsible for planning, managing and controlling projects throughout their lifecycle.
- Use structured project management tools and other techniques to implement iterative, agile, waterfall or similar information technology life-cycle methodologies.
- Lead and manage a project team to successful achievement of project goals. This includes identifying problems, determining accuracy and relevance of information,and using sound judgment.
- Serve as a project management subject matter expert. Provides leadership to project teams including coordination of all activities of contractors, vendors and other participants in assigned projects. Ensures that comprehensive project plans are developed in a timely manner and coordinated with appropriate competency manager. Uses project management software to set up project timelines and resources, track the progress of project work and monitor staff performance. Coordinates inter-service and inter-division efforts and serves as a liaison to other groups to participate on or establish
joint projects. Ensures that management is informed of status, progress and results obtained throughout the lifecycle of assigned projects.
- Manage projects based on the approved plans to ensure the successful implementation of software solutions.
- Support change and configuration management to ensure successful IT deployment. Negotiate emerging issues and changes in project requirements and advise initiative leads and competency managers when issues are beyond their scope to resolve.
- Identify, manage and mitigate issues and risks to enable the provision of optimal resources and service to IT projects. Ensure even-loading of work within resources.
- Attend project meetings for all active plans to gather/verify task level status information, lead discussions dealing with schedule, metrics, and resources.
- Participates in the evaluation and assessment of project data and the analysis of processes associated with the deployment of government developed software and/or COTS software applications.
- Provide oversight for the implementation and compliance with Section 508 requirements for assigned projects.
