Duties
Major Duties and Responsibilities:
Provide leadership and/or oversight to the successful execution of spend plans and assess variances from cost and schedule baseline; oversee the reallocation of resources in response to change considering impact to project cost, schedule, and quality of deliverables.
Plan, schedule and implement activities related to the performance planning process and results for assigned programs and/or mission objectives; advise, support, and ensure performance requirements, goals, measures and assigned activities are established, tracked, and reported.
Lead the budget formulation process by documenting financial commitments, obligations, and expenses. Ensure accurate and timely financial reporting to facilitate informed decision-making and resource allocation.
Record and track interagency agreements for facilitating Economy Act and other financial transactions. Manage the expectations of senior-level customers and ensure the delivery of quality products and services.
Develop, produce, and deliver a variety of resource-related products that will provide insight into leadership to inform their decision making, and help position the office to meet its strategic goals. Such products could include budget reports to include funding and activity summary profiles, briefings, visuals, as well as providing advice and guidance to leadership.
Lead the examination of project successes and failures and develop solutions to improve products and services.
Work with DNI and IC partners to ensure requirements are properly articulated and prioritized. Partner effectively with Budget, Finance, and Contracts staff on budget exercises, responses to data calls, and other resource-related inquiries.
Lead key activities and research that underpin the team's work to formulate, coordinate, and justify office Program of Record during all the key phases of ODNI's program build, including the Intelligence Program Objectives Memorandum (IPOM), Intelligence Program Budget Submission (IPBS), Congressional Budget Justification (CBJ), and related budget planning exercises.
Conduct activities related to the development of IC performance goals, resource justifications, management actions, and legislative reviews; monitor and summarize Congressional budget actions, provide substantive input for appeals to Congressional budget markups.
Conduct reviews and provide substantive input to Congressional budget testimony, responses to Congressional queries, Questions for the Record, Congressionally Directed Actions, and letters, memoranda and reports regarding program, budget and execution issues.
Oversee the work of team members; monitor work activities to ensure counterintelligence and security policies and procedures are followed; provide help or assistance to team members or others when needed; communicate needs and requirements to project team members.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Qualifications
Mandatory Requirements:

Extensive knowledge of IT performance management, budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.
Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues.
Superior ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to resolve complex, interrelated program and budgetary problems and issues.
Superior organizational and interpersonal skills, specifically, the ability to plan strategically and manage competing priorities, the ability to negotiate, build consensus, and work effectively in a collaborative environment, and the ability to establish and maintain professional networks across all levels of management both internal and external.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.

Expert knowledge of the IC, Department of Defense (DoD), Office of Management and Budget, and Congressional budget processes and procedures.
Based on assignment, may require Contracting Officer's Technical Representative (COTR) Certification and proven track record as COTR.
One year of specialized experience at the next lower GS-grade (or equivalent). in Government Performance, Resource Management or Financial Management fields within the DoD, IC, other Government Agency or Private industry equivalent to a GS-14 in the normal line of progression.
