Summary

This position is located in the Office of the Chief Information Officer (OCIO), Data, Information Management, and Enterprise Governance Division (DIME), Digitization, Proc, and Records Branch (DPRB).
The supervisor is Leah Kube.
This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Duties

The successful candidate will perform the full range of IT Project Manager duties.

Such duties include but are not limited to:

Serving as the project lead for assigned systems. Directs and authorizes the contractual obligations of the program in his/her role as the system COR. Coordinates contractual actions with the Acquisition Management Division for all commercial contracts. Completes the necessary training, and obtains and maintains certification as an NRC Contracting Officer Representative (COR). Identifies and coordinates the implementation of improvements to assigned systems.

Providing authoritative advice and recommendations to the Branch Chief on a variety of matters coming for resolution and for issues requiring attention to improve office effectiveness in completing assigned work. Assesses whether scheduled commitments are met and high quality maintained. Provides prompt notification of scheduled slippage and suggests remedial action.

Performing research and analysis to support a wide variety of data generated by the automated personnel systems, to include synthesizing the information collected and advising OCIO management on major programmatic and policy issues and solutions.

Assessing the implications of changes in missions, management systems, organizational structure, and applicable laws and regulations on requirements related to the operation of assigned systems and programs. Evaluates current information, reviews recommendations regarding updates, and updates programs as appropriate.

Preparing needs analyses and recommends strategies, plans, and programs to revise and update systems. Provides expert advice and guidance to staff and customers in the best practices and policies associated with system management, including the maintenance and retrieval of data.

Serving as an Information Systems Security Officer (ISSO). Develops and implements the necessary computer security programs and tests the security plans. Ensures that security plans include procedures to mitigate cyber security related risks to OCHCO systems.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as:

Managing IT Projects:
Independently managing the full life cycle of complex IT projects-including defining requirements, developing and executing project plans, managing risks, tracking progress, and ensuring delivery within scope, schedule, and budget-using recognized project management methodologies (e.g., PMBOK, Agile).

Applying Federal IT Policies and Security Requirements:
Applying a working knowledge of federal IT laws, regulations, and policies (such as FISMA and NIST standards), including NRC-specific IT governance and security requirements, to ensure compliance throughout all project phases.

Communication and Stakeholder Engagement:
Effectively communicating project goals, status, and issues to diverse audiences, including team members, stakeholders, and senior management; preparing written documentation and presentations; and facilitating collaboration and negotiation to resolve project challenges.

Analyzing and Solving Complex IT Problems:
Identifying, analyzing, and resolving technical and managerial project issues using structured problem-solving techniques; escalating issues appropriately; and implementing corrective actions to keep projects on track.
