Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service. For this position, specialized experience is defined as experience 1. Experience applying IT project management principles and full systems/software development lifecycle (S/SDLC) methodologies to plan, design, and deploy large-scale enterprise automated information systems (AIS). 2. Technical experience implementing, configuring, or maintaining commercial-off-the-shelf (COTS) Enterprise Asset Management (EAM) or Integrated Workplace Management Systems (IWMS)—specifically IBM TRIRIGA or IBM Maximo Application Suite (MAS). 3. Experience acting as a primary technical liaison or contract technical representative (e.g., COR/COTR) to coordinate business requirements across diverse stakeholder groups and monitor vendor performance.
In addition to meeting the Specialized Experience for all positions individuals must have IT-related experience demonstrating each of the competencies listed below:

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Mastery of project management methodologies and techniques for advanced computer applications.
2. Expert skills in IT systems design and architecture, sufficient to design, develop and manage secure systems that meet evolving business mission requirements and that enhance existing IT landscape and architecture.
3. Knowledge of systems security practices and policies (NIST Risk Management Framework Rev. 5).
4. Expert knowledge of AI technologies and architecture, common enterprise use cases of AI and proficiency in its use across common enterprise use cases.
5. Expert knowledge of multiple facility management business concepts, standards and operations to include property portfolio, space management and utilization, CAD drawings, leasing, geo-spatial, project management building asset and inventory management, facilities operations and maintenance.
6. Ability to communicate orally with many types of audiences and at various levels within the organization to support and forward business and IT objectives.
7. Ability to communicate in writing both to various audiences on IT issues and to prepare technical proposals and/or statement of work in accordance with contracting laws, policies, regulations and practices.
8. Knowledge of competing facilities management software to evaluate alternative solution feasibility.
9. Expert knowledge of IBM TRIRIGA (v10.7–11.6), IBM Maximo (v7.61–9.0), or IBM Maximo Application Suite (v9.1 or higher)
10. Expert knowledge of enterprise AI technologies, architecture, and common use cases.
11. Proficiency in web/data programming languages (SQL, XML, HTML, YAML, JSON, JavaScript/TypeScript) and reporting tools (Tableau, BIRT, Cognos).
