The United States Space Force (USSF) Space Launch Delta 45's Range Management Division (SLD 45/RM) at Cape Canaveral Space Force Station is searching for an IT Project Manager - Cloud Solutions (NH-2210-03, GS 12/13 equivalent).

The ideal candidate for the IT Project Manager - Cloud Solutions position possesses a comprehensive background encompassing technical expertise, project management skills, and practical experience within a cloud computing environment. Key areas of background, training, and experience include:
1. Technical Expertise: A strong understanding of various cloud service offerings is essential, including communications, networking, security, database management, document and records management, visual information, server and personal computer management, and office automation tools and techniques. The candidate should demonstrate the ability to stay current with relevant Cloud Computing (CC) and Cloud Service Programs (CSP) offerings and software applications.
2. Cloud Migration & Development: Experience migrating legacy systems into CC and CSP applications, developing new applications, and migrating systems throughout a large organization is highly desirable. This includes familiarity with various cloud platforms and deployment models.
3. Project Management:
a. Project Lifecycle Management: Demonstrated experience in managing projects from initiation to completion, including planning, design, development, deployment, and maintenance.
b. Project Management Methodologies: A solid understanding of project management methodologies (e.g., Agile, Waterfall) is necessary.
c. Financial Management: Experience managing project budgets, including cost estimation, tracking, and variance analysis, is critical. The candidate should be able to analyze cost reports, identify unauthorized charges, and recommend corrective actions.
d. Risk Management: Proven ability to identify, assess, and mitigate project risks.
4. Acquisition and Contract Management: Contracting Officer Representative (COR) experience in working with government contracts and acquisition processes is preferred.
5. Communication and Interpersonal Skills:
a. Stakeholder Management: Proven ability to effectively communicate with and manage diverse stakeholders, including customers, subject matter experts, vendors, subcontractors, and other agencies.
b. Negotiation Skills: Experience in negotiating agreements and resolving conflicts.
c. Report Writing: Ability to prepare clear, concise, and informative reports on project progress, issues, and trends.
6. Specific Experience within Relevant Organizations: Experience working directly with Spaceport ranges and Space Force departments is a plus.
Key Skills and Abilities:
1. Professional knowledge of the full range of principles, concepts and methodology associated with life cycle management of Cloud Computing and Cloud Service projects, to plan and complete assigned workload.
2. Knowledge of project management principles and techniques, to include knowledge of and skill in applying cost benefit analysis principles and methods as well as to interpret policies, standards, and guidelines.
3. Knowledge, skills and abilities as a project manager to work through project management processes to initiate, plan, execute, monitor, control and close projects.
4. Considerable skill, ingenuity, and creative thinking in applying knowledge to plan and accomplish a variety of difficult and complex work assignments both at and away from project sites
