Summary

Location of Position: GSA-IT, Office of Acquisition IT Services, Center for FAS Acquisition Systems, Contract Lifecycle Systems Division (IDQBD) and the Market Research and Digital Experience Division (IDQBE). This is a Virtual/Remote position. Duty location will be determined upon selection.

Duties

Note: We are currently filling two positions (you will need to choose one of the two positions listed below), but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.

The Office of Acquisition Information Technology Services (IDQ) provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. Additionally, IDQ provides cloud integration technology functions as a shared service for all of GSA IT.

As an IT Project Manager you will perform the following duties for one of the following positions.

Position # 1 -  IT Project Manager- Technical Lead with Software development and task management Specialization:

  • Serves as an IT Project Technical lead to design, deploy, and maintain full stack Microservices architecture using open source Java,SQL and Python technologies, and related Model-View-Controller(MVC) frameworks. 
  • Carry out performance analysis of existing and proposed solutions evaluate IT performance requirements. 
  • Manages architecture and monitors development progress through panning, reviews, scrums, and engagement with individual development teams.
  • Design and analyze cloud based microservices applications for functional and nonfunctional requirements to make appropriate design adjustments to integrated technology stacks. 
  • Communicate design concepts to both technical and non-technical stakeholders by collaborating with technical personnel and other divisions to ensure organizational goals are met.

Position# 2 -IT Project Manager with Cloud technology Specialization:

  • Serves as a Cloud Engineer for high velocity information technology (IT) projects, by leading and implementing specific IT projects to define and structure cloud modernization projects for new and current initiatives within the organization. 
  • Manages, and evaluates project program portfolios to improve effectiveness and efficiency, by identifying and analyzing proposals and problems related to automated data-processing solutions and designing and implementing improvements to systems. 
  •  Maintains working business relationships with stakeholders to address and resolve quality and program issues, by reviewing technical requirements to determine types of services required.
  •  Designs and implements highly automated, secure cloud environments to host and modernize business critical applications, including recommending tools, technologies and provide technical oversight to contractor teams supporting orgnaization’s IT cloud and application development efforts.
  •  Provides subject matter expert level consultation and support to help software development teams with decision making and assisting in developing and maintaining documentation and technical training content, and performing analysis on potential product changes.

The GS-14 salary range starts at $122,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is providing project management for an organization’s Information Technology (IT) systems in one of the following areas:

(Position #1) - IT Project Manager with Technical Lead with Software Development and Task Management Specialization:

Specialized experience is defined as:

  • Having hands-on experience creating, engineering, deploying and managing custom developed applications and interfaces;
  • Planning and coordinating projects that involve multiple stages within systems development life cycle management process; systems analysis;
  • Performing business to technical requirements documentation, software development;
  • Performing database administration; and
  • Providing customer support to meet the business goals and improve processes of an organization’s Information Technology (IT) systems.

Must possess at least three of the following experiences:

  • Developing software solutions in one or more of these technologies; JAVA, Python, SQL, Restful API, Spring, Angular, and Nodejs.
  • Providing IT program and project management using Agile software development.
  • Delivering demanding projects ahead of schedule and under budget.
  • Providing acquisition and contract management.
  • Providing Agile IT transformations, and Agile coaching and/or agile team facilitator.

(Position #2) - IT Project Manager with Cloud Technology Specialization:

Specialized experience is defined as:

  • Serving as an IT Project Manager with an expertise in managing applications that are hosted in a managed containerized environment.
  • Incorporating customer feedback into the development cycle and deploying those features within a reasonable time period.   AND
  • Managing of total cost of operation for each application and articulate return on investment to the business lines for all feature requirements.

Experience must include:

  • Business Architecture planning and directing customer engagement in the development of the application feature roadmap, including detailing scope and release of schedules.
  • Collaborating with the data evidence boards to define how various data models are defined and leveraged for the application.  AND
  • Contributing to the standards on how the applications are developed for the organization.

  3. Knowledge of IT project methodologies.
  4. Skill in  planning, coordinating, leading, managing, and evaluating projects under program portfolio.
  5. Knowledge of acquisition regulations, strategies, policies and processes pertaining to IT project management strategies.
  6. Ability to maintain working business relationships with stakeholders.
  7. Skill in managing the delivery of solutions to the business both strategically and tactically.
  8. Knowledge of IT cloud technology.
