CONDITIONS OF EMPLOYMENT CONTINUED:
- YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
- This position is designated as part of the Cyberspace Workforce. As a condition of employment, the incumbent is required to achieve both the foundational (within 9 months) and resident (within 12 months) qualification requirements outlined in IAW DoDM 8140.03 for each work role at the assigned proficiency levels. A waiver of these requirements may be granted. Failure to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, a minimum of 20 hours per year of Continuous Professional Development or education activities is required to maintain and enhance competence.
- Work may require short notice travel away from the normal duty station to locations within and outside of the continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY) or deployments (under 30 days) to non-combat locations. Training may be required to prepare the incumbent for extended TDY under field conditions, which may expose incumbent to hazardous conditions and potentially life-threatening conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises.
- Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four-hour recall.
- Incumbent may be required to carry a phone and/or pager (Government furnished) and must participate in any "call back" drills conducted by the organization (unless on approved leave).
- Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more.

QUALIFICATIONS
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes applying of a wide range of IT standards, system principles, concepts, methods, policies, and associated tools to maintain the network of automated systems and develop, evaluate, implement and disseminate affective systems processes/measures within the organization; and, to provide advisory services pertinent to, administration of IT automated systems. Ability to understand, evaluate, and translate the needs of communications users into requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.
- Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
- Knowledge of the principles and methods for planning or managing the implementation, update, or integration of information systems components.
- Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Knowledge of IT principles, practices, system analysis concepts and methods to install configure, test, and implement modifications and to interface hardware and software programs with operating systems.
- Experience with Microsoft based products, Active Directory, Virtualization, Server 2008-2012 (R2 version), Department of Defense (DOD) applications, MacAfee products, and Level 2 troubleshooting involvement.
- Ability to communicate effectively, both orally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
