The primary purpose of this position is: to serve as subject matter expert for planning, directing, and organizing information technology systems supporting the HQ USAFE-AFAFRICA Chief of Staff (CS), and performs duties as a senior (IT) specialist providing a wide range of services in support of the Chief of Staff and command and control (C2) initiatives for the MAJCOM.

  • Develops and maintains required programs to support mission needs.
  • Performs Systems Administration and required testing, troubleshooting, and correction to system and applications software discrepancies.
  • Attends Chief of Staff, other key meetings and presents technical briefings to multiple audiences.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • May occasionally be required to work other than normal duty hours.
  • Work involves wartime, contingency, and exercise support. Incumbent may be required to serve on the USAFE- AFAFRICA battle staff.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • (CONT) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes Applying complex IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
2. Knowledge Management and Information Technology principles, concepts, and methods in support of the organizational mission and with an understanding of Hypertext Markup Language (HTML), Cascading Style Sheets (CSS) and JavaScript and knows how to apply scripting to enhance SharePoint designs. Understanding of operational activities such as IT systems, mission process, systems, and applications.
3. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
4. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
5. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
6. Ability to plan, organize, and direct the functions and staff of an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
