Duties
Major Duties: This is not an all-inclusive list
As a IT SPECIALIST (ENTARCH) (TEMP) (TITLE 32), GS-2210-11, you will:
- Provides IT engineering and installation services to DoD, MAJCOM, NGB and base level customers.
- Performs IT architectural design and engineering work for complete IT systems, downward directed programs/systems, Internet Protocol (IP)-based systems and circuits, one-of-a-kind systems, routine upgrades, and system enhancements.
- Analyzes capabilities and performance, identifies problems, and directs corrective actions to provide seamless integration, proper configuration, operation, defense, restoration, and improvements.
- Deploys, sustains, troubleshoots and repairs standard voice, data and video network infrastructure systems, IP detection systems and cryptographic equipment.
- Directs activities for installing, maintaining, repairing, overhauling, deploying, and modifying cyberspace systems and equipment platforms and evaluates facilities layout and performance standards.
- Researches, interprets and applies appropriate technical and policy guidance for each assigned project. Ensures downward directed IT projects/programs integrate with existing infrastructures.
- Manages and directs engineering and installations training and operations in garrison and at deployed locations by performing duties to develop, sustain, and enhance network and electromagnetic capabilities to defend national interests from attack.
- Ensures continued interface between functional users, and programming and operations personnel for implemented systems.
- Performs administrative support for function personnel including requesting special orders, making travel arrangements and assembling data to support engineering efforts.
- Coordinates project requirements with affected Communication and Information Systems Officer (CSO) to ensure system inter-operability, compatibility, and cost effectiveness of the proposed technical solution.
- Identifies source of major equipment items and necessary logistical lead-time required.
- Applies communications security programs to include physical, cryptographic, transmission, and emission security.
- Develops and ensures compliance with safety standards and instructions. Ensures required studies and tests such as electro-magnetic compatibility, electro-magnetic radiation hazards, TEMPEST, are performed and included in final IT project package.
- Configures, installs, maintains, reconstitutes, removes, relocates, overhauls, and modifies IP-based systems, circuits, and intrusion detection systems, physical and wireless Local Area Networks (LAN), Wide Area Networks (WAN), ground radio, satellite, and telemetry communications, command and control, weather, ground aircraft control and warning radar systems, air traffic control radio, meteorological and navigational aid systems, and airfield systems and other equipment platforms.
- Ensures proper assembly of components and compliance with technical orders, uses bench mockups, and related test equipment. P
- Refers to plans and equipment specifications to conduct site and equipment surveys, and establishes equipment systems interface.
- Prepares reports on maintaining, installing, repairing, removing, and siting of IP-based systems, circuits, and intrusion detection systems, physical and wireless Local Area Networks (LAN), Wide Area Networks (WAN), ground radio, satellite, and telemetry communications, command and control, weather, ground aircraft control and warning radar systems, air traffic control radio, meteorological and navigational aid systems, and airfield systems and other equipment platforms.
- Uses layout drawings, schematics, and pictorial diagrams to solve maintenance problems, and analyzes construction and operating characteristics of equipment to determine source of malfunction. Ensures that engineering surveys are accurate and complete.
- Manages implementation and project installation and ensures architecture, configuration, and integration conformity.
- Develops, plans, and integrates base communications systems.
- Analyzes, controls, manages, and monitors project milestones and funding from inception to completion to ensure timely completion within budgetary constraints and reports results to supervisor.
- Generates technical solutions and detailed cost requirements to assist in base funding procedures.
- Provides technical IT consultant services and presentations concerning project/program development plans, schedules and strategies. Reviews applicable technical data and commercial manuals for equipment capabilities and operational characteristics. Provides commercial data and technical specifications for system installation, operation and maintenance, when requested.
- Conducts on-site IT engineering assistance visits as required. Identifies cross functional dependencies such as Civil Engineering.
- Performs other duties as assigned.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

GENERAL EXPERIENCE:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
Have 1 year specialized experience equivalent to GS-2210-9. (must submit SF 50 for verification)
OR
- In-depth conceptual understanding and expert working knowledge of IT engineering methods and techniques
- Extensive knowledge of and skill in applying current commercial and military standards across existing, new, and hybrid architectures
- Comprehensive knowledge of and skill with design, planning, and developing IT engineering packages
- Comprehensive knowledge and skill with applying DoD, AF, NGB, and industry policies, standards, directives, and operations manuals
- Knowledge of systems analysis and testing
- Knowledge of IT engineering drawings and installation guidance
- Extensive knowledge of related technical standards (e.g. Institute of Electrical and Electronics Engineers (IEEE), Telecommunications Industry Association (TIA) and the Electronic Industries Association (EIA), Building Industry Consulting Service International, Inc. (BICSE), and American National Standards Institute (ANSI))
- Knowledge and conceptual understanding of implementation practices derived from cyber concepts, principles, practices, procedures, policies, standards, and operational requirements
- Knowledge of multiple Computer Aided Drafting and Design (CADD) and geospatial software programs
- Knowledge of Civil Engineering programming practices as they relate to Military Construction (MILCON) and Sustainment Remodeling and Maintenance (SRM) projects at project locations

Education
Substitution of Education for Specialized Experience:
At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
