To qualify for an IT Specialist (INET), your resume and supporting documentation must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off /closing date of the announcement. Creditable specialized experience includes:
- Designs, develops, and modifies applications software using Java, and ASP.NET utilizing C#.
- Analyzes and refines system requirements.
- Translates systems requirements into application prototypes.
- Designs and plans systems architecture.
- Writes, debugs, and maintains code. Determines and designs application architecture.
- Determines output media/format.
- Designs web-based user interfaces.
- Plans, tests and implements applications software.
- Works with customers to test applications.
- Assures software and systems quality and functionality integrates hardware and software components.
- Evaluates new applications software technology. Implements database communications utilizing Oracle and Transact SQL.
B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:

- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
