BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have within 120 days of the closing of this announcement at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving. Specialized experience includes experience with principles, methods, and techniques of Cybersecurity, Information Technology (IT), or Information Management (IM) assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of concepts, principles and practices required to support the CAA/C41/EC/IO mission area, enabling the Information technology manager to serves as an expert in T&E planning for newly developed complex CAA, C4I, EC, 10 and electro-optical/infra-red airborne/ground systems.
2. In-depth knowledge to manage complex programs to ensure that system requirements, interfaces, capabilities,and program factors are considered in planning, monitoring and reviewing tests and test results for CAA, C4I, EC,IO equipment systems components and devices.
3. Ability to make recommendations resulting in important changes to T&E programs and policies, many of which extend theories or practices in the field.
4. Knowledge of 96TW and 96 RANSS policies, workload, technical capability and available resources to plan T&E programs. Knowledge of AFMC procedures and methods of operating with industry, operational commands and other DoD agencies.
5. Knowledge in dealing with non-Government (commercial) businesses and the unique procedures in conducting their tests.
6. Knowledge of business, industrial management, procurement procedures, technical concepts and production practices to evaluate contractors' proposals and customers' requirements.
7. Knowledge of procedures required to test and evaluate and/or certify and accredit CAA and C4I systems and subsystems.
8. Ability to communicate effectively, both orally and in writing.
9. Professional knowledge and experience to be able to attain or to have already attained the specified certification levels described in DODD 8570.01-M needed to carry out the performance of this position.
