Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW:
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of a full range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program. Knowledge of a full range of IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities
designed to ensure, protect, and restore IT systems, services, and capabilities; to monitor and evaluate systems compliance with IT security requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, policies, procedures, or governance relevant to cybersecurity for critical infrastructures to include an organization's information classification program and procedures for information compromise.
2. Knowledge of security management and configuration management techniques to include information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption).
3. Knowledge of security system design tools, methods, and network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth).
4. Knowledge of network systems management principles, models, methods (e.g., end-to-end systems performance monitoring), and tools.
5. Knowledge of systems security testing, evaluation methods, how to use network analysis tools to identify vulnerabilities, and vulnerability information dissemination sources (e.g., alerts, advisories, errata, and bulletins).
6. Skill in developing and applying security system access controls and assessing security controls based on cybersecurity principles and tenets. (e.g., CIS CSC, NIST SP 800-53, Cybersecurity Framework, etc.).
7. Skill in determining how a security system should work (including its resilience and dependability capabilities) and how changes in conditions, operations, or the environment will affect these outcomes. Ability to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Ability to communicate effectively, both orally and in writing. Ability to manage a small staff and carry out all phases of personnel management responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
