Duties
- You will serve as the Maritime Sensor Special Programs (MSSP) Chief IT Specialist and the Cyber Team Lead.
- You will perform a variety of tasks related to the oversight, monitoring and controls for the IT and cyber security aspects of the
MSSP.
- You will coordinate with other groups across Code 34, and other outside agencies to discuss and resolve difficult problems within the
MSSP areas of responsibility, assist in determining project direction.
- You will provide expert advice and guidance to Technical Program Managers, supervisors, peers, and sponsors on specific technical aspects of systems or emerging concepts in development.
- You will perform rapid development and fielding of new shipboard capabilities via compact and agile Program Of Record (POR) systems typically fielded via the Temporary Alteration (TEMPALT) process to support emerging submarine mission needs.
- You will be responsible for the management and prioritization of SysAdmin and DevSecOps tasking in support of systems development.
- You will be the primary party responsible for leading multidisciplinary teams of software developers, cyber workforce, and IT specialists.
- You will be responsible for working with project Principle Investigators and Technical Program Managers, and other government agencies and industry to develop, test, install, and certify MSSP TEMPALT systems on various submarine platforms.
- You will be responsible for management and execution of all RMF tasking for Authority To Operate (ATO) obtainment and maintenance for both the software development enclaves and shipboard ATOs at both the Genser and SCI levels.
- You will be designated as a Trusted Agent for the MSSP to ensure all site ATO locations are authorized to operate under the SCI Type Authorization.
- You will develop and provide wardroom and crew training, particularly for shipboard system administration functionality of deployed MSSP hardware.
- You will lead and perform vulnerability testing, risk analyses, and security assessments, lead test and evaluation of new systems.
- You will develop research and development plans and procedures for emerging Maritime Sensor system technology and support development of Technical Data Packages in support of Temporary Alterations (TEMPALTs).
- You will serve as the authority/consultant on IA/IT and Cyber for MSSP system development, systems engineering, risk management, and program management.
- You will manage MSSP Cyber data artifacts in XACTA/eMASS, ensure systems are designed, operated, maintained, and disposed of in accordance with security policies, procedures, and laws.
- You will oversee/assist in the selection/configuration of technical cyber implementations and develop both GENSER and SCI level ATO and cybersecurity Body Of Evidence (BOE) packages for promulgation to RMF databases.

- This is a Cyberspace Workforce position, work role code IT Project Manager, proficiency level - Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to perform moderate lifting and carrying, 15 - 44 pounds.
- You will be required to install and/or remove equipment on submarines.
- You will be required to perform duties aboard a surface craft and/or a submerged vessel.
Qualifications
Possess at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Implementation of cybersecurity and Information Assurance (IA) processes for medium Information Technology (IT) projects or larger (e.g. that span multiple enclaves within an organization or division), including, but not limited to the NIST-800-Series, Risk Management Framework (RMF), or Cybersecurity Framework (CSF).
- Communication of varied project/program ideas, issues, plans and goals before a wide range of audiences, including but not limited to project/program leadership and project/program team members.
- Management or implementation of defining the scope, content, and/or validation of developing, fielding, and/or upgrading of a medium IT project or larger (e.g. that span multiple enclaves within an organization or division).
