Duties

  • You will support the service delivery, development, update and execution of physical security programs, policies, and practices.
  • You will periodically review physical security controls to ensure they are fully functional and provide adequate security containment.
  • You will occupy the security desk, check visitors in/out and issue badges as appropriate, monitor access points and cameras for functionality, report problems and track them until resolved.
  • You will serve as a Trusted Agent (TA) to create and approve Common Access Card (CAC) applications, re-verify applications, and revoke them when no longer required.
  • You will ensure personnel have proper Information Assurance certifications/training and clearance, notify the Team Lead or Management when personnel security concerns or issues arise, and ensure contractors have the required security access.
  • You will inspect Protection Distribution Systems (PDS) and serve as subject matter expert to advise stakeholders on installation requirements and established policy and regulations.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a Cyberspace Workforce position, work role TECHNICAL SUPPORT SPECIALIST, proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a bargaining unit position.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: I use logic to identify alternatives to solve problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Protecting information systems to ensure confidentiality, integrity and/or availability; auditing physical security systems by annotating, investigating, and remediating anomalies; and providing technical advice and recommendations on physical and personnel security issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Note: This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role of Technical Support Specialist proficiency level Basic and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

This designation requires the incumbent to:
1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of 411 Technical Support Specialist proficiency level Basic. For more information, please review DoDM 8140.03 and supporting DON policies.

2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.

3. Acknowledge responsibilities in writing via command designation letter.

Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.

Education

In lieu of the specialized experience listed in the Qualifications section, applicants may qualify for the position based on education OR equivalent combination of experience and education as follows:

GS-07:

  • I have successfully completed one full year of graduate level education OR
  • I have successfully completed a bachelor's degree with superior academic achievement OR
  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent
Note: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
