Summary

The primary purpose of this position is to serve as the as the Federally Funded Research and Development (FFRDC) Enterprise Cybersecurity Analyst and SME for Cybersecurity/Vulnerability Assessment. Providing expert guidance and determinations for all FFRDC enterprise systems and command specific weapons systems to protect and maintain the availability, integrity and confidentiality of all AF enterprise systems and advise Program and Security Managers on the Assess and Authorize (A&A) process.

Duties

1. Administers the A&A process for the FFRDCs. Develops processes and procedures to efficiently review, assess and provide authorization determinations for all FFRDC classified systems in accordance with Risk Management Framework (RMF) for the AO.
2. Manage cyberspace operations, situational awareness of the FFRDC Classified Processing Systems, and Department of Defense Information Network (DoDIN) mission networks.
3. Provides Cyber Security Support to the SAF/CIO and AF AO: Provides guidance, clarification to ensure RMF A&A program is effectively implemented in accordance with Committee on National Security Systems (CNSS) and National Institute of Standards and Technology (NIST) Special Publications for new programs, system upgrades and modifications, and existing legacy systems in accordance DoD and AF guidance.
4. Builds collaborative teams across all levels of enterprise stakeholders, Program Management Offices (PMOs), decision makers, policy leaders and outside component peers to find solutions. Participates as the principal representative to MAJCOM, 24th, Cyber Command, and in all working groups, operational assessment teams and any other meetings that will have impact on the FFRDC enterprise.
5. Represents the AF Enterprise AO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Agency, MAJCOM Cybersecurity Offices, Air Staff, AFNIC, Combatant Command, and DoD Cyber offices.

  • This is a TERM position. Appointment is time-limited, not-to-exceed 366 days from the date of appointment. Position may be extended to the maximum period allowed by law without further competition.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes knowledge of and ability to apply cyberspace operations and information security concepts, principles, and practices to identify optimized courses of action for full spectrum cyberspace operations, and to advise on/guide their execution. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of FFRDC platforms based IT cybersecurity needs and existing "state of the industry" practices sufficient to advise on comprehensive IT cybersecurity requirements.
2. Mastery knowledge of A&A requirements for FFRDC facilities, sufficient to plan and conduct security authorization reviews for either previously installed or new instances of enterprise enclaves, command specific weapon systems. Determine new and revised security measures and counter measures based on the results of cybersecurity assessments conducted and reports submitted.
3. Master knowledge of a full range of IT cybersecurity principles, A&A implementation, concepts, practices, products, services and methods for evaluating risk and vulnerabilities. Expert customer support specialist in teaching, training and supporting organizations for success in cybersecurity.
4. Expert knowledge of governmental and agency communication policies and procedures applicable to DOD, AF and command unique weapons systems. Expert knowledge of National standards in accordance with cybersecurity and RMF.
5. Ability to plan, organize, and direct complex projects, leading small groups of subject matter experts, resulting in problem resolution or risk mitigation for an enterprise or command specific system enclave.
6. Knowledge of overall AF weapons systems challenges, acquisition processes, operational activities, operational platforms and mission processes, systems and applications.
7. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
