Duties

  • You will be responsible for management, operations, maintenance and trouble resolution for Video Teleconferencing (VTC) and Audio Visual (AV) systems.
  • You will manage complex VTC/AV system configurations and maintain video endpoints, multi-point conferencing units, management systems and network devices.
  • You will review and revise engineering drawings that illustrate the system block diagrams, floor plans, and wiring, circuit block and power diagrams.
  • You will act as the technical subject matter expert on committees, seminars, working groups, and meetings to plan and adopt information systems.
  • You will critically evaluate engineering proposals to implement new systems and capabilities into the organization and recommend new technology or processes when appropriate.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a KEY designated position. Incumbent must be removed from his/her military recall status if alternatives for filling the position during an emergency are not available.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Off-base work as required. May be required to perform site surveys, special request VTC/AV support at various military installations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Cyberspace Workforce position, work role code (Network Operations Specialist/System Administrator/Program Manager) proficiency level (INTERMEDIATE)
  • The incumbent is required to obtain and maintain qualifications in DOD 8570.01-M Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Technical Expertise in Enterprise Audio/Visual Systems:
Applicants must demonstrate mastery-level knowledge of complex Video Teleconferencing (VTC) and Audio Visual (AV) infrastructures. This includes hands-on experience installing, configuring, and troubleshooting enterprise-grade VTC endpoints, multipoint conferencing units (bridges), digital signal processors (DSPs), and specialized AV control systems (e.g., Crestron, AMX, Extron).
2. System Management & Engineering Design:
Applicants must possess the ability to translate operational requirements into technical design plans. This includes experience evaluating engineering proposals, reviewing technical diagrams (e.g., block, wiring, and power diagrams), and managing the lifecycle of complex VTC/AV networks from initial design through implementation and optimization.
3. Personnel Management & Leadership:
Applicants must have demonstrated experience leading and managing a technical team. This includes the ability to assign work based on priorities and skill levels, evaluate performance, and provide technical oversight to a blended workforce consisting of civilian, military, and contractor personnel.
4. Executive Support & Technical Liaison:
Applicants must have experience providing direct, high-level IT/VTC support to executive leadership (e.g., Flag/General Officers, Senior Executives, or VIPs). This requires the ability to communicate complex technical issues clearly under pressure and serve as the primary technical liaison to external national-level defense and intelligence agencies (e.g., DISA, DIA) to resolve critical communication outages.

This position is an on-call position and may require the incumbent to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and/or overtime. The incumbent will be required to be on-call outside normal working hours to resolve operational issues impacting operations.

Incumbent is required to be read into specialized programs in order to support emergent events, exercises, and projects.
