Summary

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

  • Serves as the Center’s Network Security Operations Center (NSOC) Lead Engineer with operational and programmatic oversight over daily operations within the NSOC.
  • Provides expert guidance and briefings on matters relating to security vulnerabilities and threats to DTIC's systems and data.
  • Organizes complex and long-term cybersecurity related efforts including Zero Trust implementation to harden the Center’s software factory and other enhanced security countermeasures.
  • Conducts systems security evaluations, audits, and reviews to assess security events to determine impact and implement corrective actions.
  • Leads, reviews, and recommends execution of mitigation actions for incidents and performs a continuing assessment of the DTIC’s network operations and security posture.
  • Evaluates adequacy and/or develops new or revised information security policy, standards, and procedural guidance for the protection of information technology systems.
  • Researches security capabilities/solutions and recommends acquisitions related to current and proposed technical solutions, documents processes, and contributes to architectural changes.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

To qualify at the GS-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

Qualifying experience is defined as experience policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to broad cyber and information technology topics to include Computer Systems Management, Application Development and Support, DevSecOps, Enterprise Architecture, Data Management, Zero Trust, Network Infrastructure, Cybersecurity, Cloud Management, and Lifecycle Management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.

  • This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.
