JOB TITLE:              IT Specialist

INTRODUCTION:

This position serves as an IT Specialist (Network Infrastructure) within the Information Management Branch, Marine Corps Community Services (MCCS), Marine Corps Base Camp S.D. Butler, Okinawa, Japan. The incumbent functions as a senior technical specialist responsible for engineering, configuring, securing, and sustaining enterprise network infrastructure supporting MCCS operations across multiple geographically dispersed facilities.

The work requires advanced knowledge of network engineering principles, DoD cybersecurity requirements, telecommunications standards, and enterprise¿level network operations. The incumbent provides Tier 3¿level support and serves as a Subject Matter Expert (SME) network engineer for complex issues.

DUTIES AND RESPONSIBILITIES:

Network Engineering and Infrastructure Management

  • Designs, engineers, configures, and optimizes enterprise LAN/WAN infrastructure including routers, switches, wireless LAN controllers, access points, and network appliances.
  • Performs advanced diagnostic analysis to isolate complex outages, identify root causes, and implement corrective actions to restore service and prevent recurrence.
  • Develops and maintains network architecture diagrams, configuration baselines, and technical documentation.
  • Implements routing protocols, VLAN segmentation, QoS policies, and redundancy mechanisms to ensure high availability and performance.

Wireless, VoIP, and CCTV Systems

  • Engineers and maintains enterprise wireless infrastructure including WLCs, RF optimization, and secure wireless authentication.
  • Configures and supports VoIP systems, call routing, SIP trunks, and QoS for voice traffic.
  • Oversees CCTV network integration, IP camera configuration, and video transport across secure networks.

Cybersecurity and Compliance

  • Ensures compliance with DoD 8140/8570 IAT Level II requirements.
  • Implements DoD cybersecurity controls, STIGs, system hardening, and continuous monitoring requirements.
  • Coordinates with cybersecurity personnel to support RMF packages, vulnerability remediation, and incident response.

Network Operations and Service Management

  • Serves as a Tier 3-level escalation point for complex network issues.
  • Monitors network performance, analyzes trends, and proactively addresses emerging issues.
  • Manages service tickets, project requests, and provides status updates to leadership.
  • Coordinates with external agencies (G¿6, 78th Signal Battalion, DISA, telecom providers, vendors) to resolve circuit and infrastructure issues.

Telecommunications and Cabling

  • Conducts site surveys, develops cabling plans, and oversees installation of structured cabling systems.
  • Ensures compliance with telecommunications standards, fixed¿plant cabling requirements, and DoD installation guidelines.

Technical Leadership and Customer Support

  • Provides expert technical guidance to technicians and end¿users.
  • Delivers training, documentation, and mentorship to junior IT personnel.
  • Ensures customer satisfaction and quality of service delivery.

Other Duties

  • Participates in on¿call rotation to support mission¿critical operations.
  • Attends technical conferences and training to maintain current knowledge of emerging technologies.
  • Performs other duties as assigned by the Network Manager.

Qualifications

PHYSICAL REQUIREMENT:

  • Ability to lift up to 50 pounds.
  • Ability to perform physical tasks associated with cable installation and equipment mounting.

BASIC REQUIREMENTS:

  • Bachelor's degree in computer science, information systems, or related field or equivalent experience.
  • Four years of progressively responsible experience in enterprise network engineering.
  • DoD 8140/8570 IAT Level II certification (Security+ CE required).
  • Cisco CCNA required; CCNP strongly preferred.
  • Knowledge of DoD cybersecurity policies, STIGs, RMF, and network security principles.
  • Valid driver¿s license and ability to obtain a government driver¿s license to operate vehicles on and off the base, in compliance with U.S. base regulations as well as Japanese off-base driving requirements. 

QUALIFICATION REQUIREMENTS: 

  • Knowledge of IP routed networks, routing protocols, switching technologies, VLANs, QoS, and network segmentation.
  • Experience engineering wireless LAN systems, VoIP, and CCTV infrastructure.
  • Experience with telecommunications standards, structured cabling, and fixed¿plant systems.
  • Ability to analyze, design, and implement secure network architectures.
  • Strong organizational skills and ability to manage complex IT projects.
  • Excellent written and verbal communication skills.
  • This position is designated as IT Level II. Appointment and continued employment require a favorable adjudication of a Tier 3 investigation.
