Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a IT SPECIALIST (NETWORK)(T32), Position Description Number D1826000 and is part of the AL HQ 226 CCG, National Guard.

Duties

(1) Senior IT Systems Administration Specialist:

(a) Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains LAN operations. Installs, configures, and troubleshoots complex network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrators. Develops and implements configuration management plans which ensure optimization of connectivity between remote sites throughout the installation. Develops and maintains local procedures for networks, system operations, and product assembly and installation. Implements the network operating systems and/or network application software. Conducts testing of network to ensure that current release of software products are in use and to ensure operability, efficiency, and compliance with existing standards. Monitors the operation of networks and ensures that hardware and network operating software are functioning properly and that operation standards are met. Function tests the hardware and network operating software to resolve technical problems and makes the appropriate on-site repairs. Provides ongoing support, resolution of complex problems and operating malfunctions involving various hardware components and network operating software failures. Performs system backups to ensure expedient restoration of the database for the respective network equipment. Recommends and prepares operating policies and procedures for networks, system operations, and product assembly and installation. Assists LAN/WAN users in effective application of network capabilities. Ensures network survivability by developing and maintaining disaster.

(b) As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Performs feasibility studies to develop or modify complex information systems to meet user networks and/or telecommunication requirements. Analyzes measurements of traffic loads, bandwidth utilization, and collision rates for trends, deficiencies, and patterns. Considers success of various approaches in comparable projects at other activities; impact on automated data processing staff resources, advice of equipment and systems programmers on topics affecting their specialties; and possible conflicts or beneficial relationships with other systems. Assists end users in one or more subject matter fields in deciding which processes to automate, how to select equipment and software, how best to use available technology, and whether and how to network. Provides technical advice to users. Examines and evaluates alternative means of satisfying user requirements. Reviews, evaluates, and fine-tunes components to achieve peak efficiency within the overall network connectivity. Suggests technically feasible approaches and makes recommendations to the user regarding the most effective and efficient automation approaches. Analyzes equipment and network operating software reliability and utilization reports to identify and correct problem areas and to establish computer and telecommunications performance levels. Conducts in-depth analyses complicated by novel problems or special requirements of network usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors. Conducts substantial problem analyses to identify adverse trends, ineffective practices or procedures, and equipment shortcomings. Recommends methods and procedures and integrates work of others to improve performance and formulate solutions to problems resistant to resolution in the past.

2) Exercise and Contingency Planning:

(a) Oversees and directs all facets of Group-wide communications exercise planning, AEF requirements planning and contingency operational tasking requirements. Analyzes exercise after action reports to assess unit readiness and training needs. Identifies strengths and weaknesses of each unit along with training needs based on exercise outcomes. Develops recommendations for improvements and additional training requirements for Group and Squadron personnel.

(b) Facilitates Group involvement in multi-level exercises and serves as the lead Group exercise planner for joint-level, component-level and multi-national level exercises. Serves as planner for Group wide exercises responsible for developing technical Information Technology and communications planning documents with subordinate squadron planners, Joint Force Headquarters (JFHQs) planners and other Department of Defense (DoD) and non-DoD agency planners.

(3) Performs other duties as assigned.

GENERAL EXPERIENCE: Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade.

KNOWLEDGE REQUIRED BY THE POSITION:

-- Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.

-- Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level.

-- Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.

-- Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems.

-- Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.

-- Expert knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems.

-- Comprehensive working knowledge of complex Information Technology (IT), Communications-Electronics (C-E) system laws, policies, procedures, and directives to develop exercise scenarios which will fully test the mission readiness capabilities of Group and Squadron units.

-- Extensive knowledge of the principles/techniques of management and ability to exercise managerial skills to accomplish work through combined technical and administrative direction of others.

-- Knowledge of commonly used communications systems, technology, and operations, as well as established methods, procedures, regulations and other guides that relate to a particular area.

-- Knowledge of complex Information Technology (IT), Communications-Electronics (C-E) network weapons systems, Command, Control, Communications and Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), and airfield operations to include capabilities, missions, interoperability roadmaps and architectures; expert and comprehensive knowledge of tactical operations.

-- Comprehensive knowledge of a variety of logistical functions to ensure contingency plans account for adequate manning, supplies, equipment, services, and transportation requirements to support each specific mission requirements.

-- Ability to analyze and coordinate contingency support requirements.

-- Ability to define problem areas, gather and analyze factual data, and form and communicate conclusions and recommendations.

-- A commanding knowledge of North Atlantic Treaty Organization (NATO), AFEUR, assigned MAJCOM, Coalition, DoD, USAF, ANG structure, missions, programs, policies, agency program goals and objectives, and organizational relationships sufficient to negotiate agreements and policies to ensure successful Air Expeditionary Force and contingency Expeditionary Combat Support planning.

-- Comprehensive knowledge of key doctrine and advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, staffing guidelines and processes
