Duties

As an IT SPECIALIST (NETWORK), GS-2210-07/09/11, you will design and engineer IT networks carried over various transmission systems such as multi-channel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems. Engineers and designs router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through military and commercial multiplexers, and asynchronous transfer mode (ATM). Develops plans for employment of communications systems to support operations in support of training and the deployed warfighter. Plans and designs Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using network planning tools. Determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinates and conducts operational tests and evaluations of designed networks to optimize capabilities. Reviews and analyzes data, makes technical judgments, and prepares decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.

Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will be NTE $10,000. Payment will be a lump sum payment at the beginning of employment. The candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.

PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Enlisted- E5 thru E7 ONLY

GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE GS-07- Must have at least one year of experience at the GS-05 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language.

SPECIALIZED EXPERIENCE GS-09- Must have at least one year of experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.

SPECIALIZED EXPERIENCE GS-11 - Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls: Experience that required adaptations of guidelines or precedents to meet the needs of the assignment: Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, the incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__11_.

STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

Education

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
