Summary

This a National Guard Title 5 Excepted Service Position.

This National Guard position is a Temporary NTE one year GS-2210-12 IT SPECIALIST (NETWORK) (TITLE 5), Position Description Number T5239000 and is part of the MO Directorate of Information Management. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Duties

  • Performs duties with the responsibility for ensuring the correct configuration of network devices.
  • Develops methods and procedures and coordinates corrective action to optimize network performance.
  • Researches, tests and evaluates software packages which provide performance measurements of the WAN.
  • Develops the standard configuration software loads for all network devices.
  • Develops benchmarks and performance measurements and evaluation data to manage network servers and data communication devices to support normal and surge workload.
  • Uses remote management software tools to maintain and update configuration, protocol and user/system files.
  • Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network.
  • Determines the use of network devices such as servers, workstations, and peripheral devices, and remote access systems.
  • Implements configuration management plans for complex LANs and WANs with supported elements to include; headquarters staff elements, tenant activities, state government, regional operating activities and national agencies.
  • Initiates appropriate measures to maintain network security.
  • Develops plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.
  • Establishes procedures to maintain accurate records of authorized users of distributed software.
  • Establishes network trust relationships.
  • Recommends standard operating procedures for all devices on the network.
  • Prepares briefings and presentations on the complexities of the installation network that provide the basis for long-range decision planning relating to IT network project management.
  • Directs the analysis of equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.
  • Serves as network administrator responsible for configuring hubs, and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns; and installing network software fixes and upgrades.
  • Conducts performance tuning activities designed to optimize data management processes and recommends performance enhancements such as increasing storage capacity or modifying interfaces.
  • Distributes and balances workload among employees.
  • Performs other duties as assigned.

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD Instruction 8570.01-M
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must be able to lift 50 pounds or more.
  • Temporary appointments are subject to termination at any time.
  • This position can be filled up to four years if funds are available to support it.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to performs duties as a technical coordinator or technical specialist on issues relating to the Wide Area Network (WAN) and Local Area Network (LAN) systems and their integration with the network. The specialized experience must also indicate your ability to diagnose and correct complex system faults based on data provided by remote systems monitoring tools; resolve problems affecting multiple users of a large network; assess situations complicated by conflicting requirements which must be analyzed to determine the applicability of established methods; identify, analyze and recommend new requirements and changes to current network systems; and install, configure, troubleshoot, and repair new and existing network information systems, network peripherals and devices.

Must currently possess Cisco Certified Network Associate (CCNA) and Cisco Certified Network Professional (CCNP) Certification. Proof of certification must be included with application packet.

DOD Information Awareness Certification Requirements:

The employee must obtain and maintain at a minimum a Secret security clearance.

Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination.

Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
