Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade
(GS/GG- 12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Performing as an Agile product owner, to include principles of UX, management of product backlog, and use of tools (e.g. Confluence, Jira).
- Collaborating, to include ability to actively listen, provide and receive constructive, feedback; and conflict resolution. Communicating at all levels within the organization, with external organizations, with stakeholders, and with system users both government and public.
- Experience in the design of software utilizing the software life cycle process, develops, deploys, updates, maintains, and tests software using methodologies and tools, designs to leverage software reusability and establishes and utilizes software engineering metrics.
- Utilizing mastery how information needs and collection requirements are translated, tracked, and prioritized across the extended enterprise.
- Utilizing developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements
Specifically you will be evaluated on the following competencies:
1. Requirements Analysis- Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
2. Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
3. Systems Life Cycle- Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
