SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems). Examples of specialized experience includes having the ability to apply IT security principles, methods, techniques, and procedures related to access control; application development; contingency planning; cryptography; governance and risk management; laws, regulations, investigations, and compliance; networking, physical and environmental security; personnel, industrial, and information security; and secure systems operations and maintenance in order to implement a comprehensive, integrated cybersecurity program, achieving and preserving confidentiality, integrity, and availability (CIA) triad, across multiple federal enterprise-level.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge a wide range of IT systems life cycle management, to include requirements analysis, development of technical solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life; knowledge of IT acquisition policies, laws, regulations, strategies, and best practices; and knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT planning and acquisition.
- Knowledge of acquisition and integrated lifecycle management principles, methods, techniques and procedures, as needed to integrate IT security into organizationally managed programs/systems by working collaboratively with other functional disciplines, such as program managers, systems engineers, contracting officers, and financial managers.
- Knowledge of IT operations and service management principles, methods, techniques, and procedures, particularly those related to secure operations and maintenance of systems, e.g., access control, audit and accountability, secure configuration management, incident response, media protection, physical and environmental protection, personnel security, information security, industrial security, system and communications protection, and system and information integrity.
- Knowledge at an in-depth level of a wide variety of commercial applications software programs and how they interrelate and function within various environments.
- Skills applying risk assessment and management principles, methods, techniques, and procedures to include identification and mitigation of threats and vulnerabilities, as well as likelihood and magnitude of business and/or mission impacts.
- Ability to lead special projects with IT development teams, provide technical guidance, and integrate multi-agency applications software. and manage multiple, complex IT projects simultaneously; and to use a broad range of IT project management methodologies, concepts, tools and approaches to manage projects, and guide project participants, so as to ensure cost, schedule and performance requirements are met.
- Ability to use independent judgment, provide recommendations, prepare various presentation/present briefings, and effectively communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
