This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. The incumbent will serve as a Emerging Technologies Project Manager Lead.

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

As an IT SPECIALIST (PROJMGT/PLCYPLN) at the NH-2210-4 some of your typical work assignments may include:

  • Serves as the Senior Emerging Technology Specialist within USTRANSCOM's Command, Control, Communications, and Cyber Systems Directorate.
  • Evaluates impact of new technologies on the Joint Deployment and Distribution Enterprise (JDDE) and provides conclusions and recommendations that have a major impact on top-level management plans and decisions regarding requirements definition, planning and acquisition of major upgrades and new system capabilities.
  • Leads, coordinates, and integrates initiatives within USTRANSCOM JDDE systems, programs and initiatives while responding to information systems requirements from USTRANSCOM and JDDE members.
  • Resolves often-conflicting criteria of mission needs, functional requirements, security requirements, system capability, system performance, and funding criteria.
  • Conducts feasibility studies and cost-benefit analyses, defines milestone in development, and recommends alternative solutions in current processes and systems.
  • Plans the management and delivery strategies for assigned projects.

  • This is a cybersecurity position. employee must attain and maintain appropriate DoD approved cybersecurity Certificate(s) applicable for cybersecurity functions for the DoD position held, within six months of filling the position, IAW DoD 8140
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization. This position must be removed from the Ready Reserve and cannot be a member of the Ready Reserve.
  • Must be a U.S. citizen
  • Males born after 12-31-59 must be registered for Selective Service
  • Must be able to obtain/maintain Non-Critical Sensitive/Secret clearance. Suitable for Federal employment, determined by a background investigation
  • Financial Disclosure: Required (OGE-450), In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

  • A graduate degree in Computer Engineering, Computer Science, Information Technology (IT) or a related field is highly desirable

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service as listed below:

  • Researches, analyzes, and recommends emerging IT products and technologies to meet mission objectives.
  • Analyzes systems processes, identifies shortfalls, assesses alternative solutions, provides recommendations, and implements plans and procedures based on data-driven metrics.
  • Migrates, operates, and manages applications in a cloud environment.
  • Provides engineering reports, plans and studies, migration strategies, technical analysis, cost estimates, technical papers, and other information on information systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
