- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Providing authoritative advice to senior management on a wide variety of extremely complex and difficult IT security protocols and measures; Analyzing, evaluating, and making recommendations on major aspects of systems, which interrelationships must be considered, which operating mode, applications software, and/or equipment configuration is most appropriate; Determining appropriate recommendations for unresolved or questionable problems and performs follow-up; Advising and providing counsel to employees regarding policies, procedures, and directives of management and Performing studies and analysis on communications and computer systems for use by intelligence functions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects, and to design, write, test, debug and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
2. Extensive knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and provide advice on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of security procedures to maintain control over classified material.
3. Extensive knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
4. Extensive knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
5. Extensive knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
7. Ability to communicate effectively and clearly, both orally and in writing, in order to produce technical reports, and/or briefings advocate and defend system security resource requirements and maintain good working relationships.
8. Ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources.
9. Knowledge of safety, security, and EEO regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
