I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The DCS ensures visibility and influence across the entire product lifecycle (i.e., research, engineering, production, support, and retirement) for C&N projects.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Makes optimal use of internal and external S&T resources to research potential advances in C&N Technical Capability Areas. Provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Assist C&N Divisions with identifying NISE opportunities, developing NISE proposals, and executing NISE activities for selected proposals. Communicate Department priorities to the S&T Advisory Committee.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Share TCA roadmaps with academic institutions to influence ongoing and future research efforts. Assist C&N recruitment efforts by sharing ongoing efforts and employment opportunities for students interested in joining NIWC Pacific.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level a GS-13 or pay band NO-05 in the federal service or equivalent experience in the private or public sector Perform work that involves ensuring visibility and influence across the entire product lifecycle of Technical Capability Area (TCA) for the command such as creating a research roadmap for each TCA and documenting capability gaps and key research activity that needs to occur to achieve the TCA vision.
