Summary

As an Information Technology Solutions Development Specialist, you will serve as a senior expert in solutions development related to Information Technology (IT).

Duties

We are currently filling one vacancy, but additional vacancies may be filled as needed.

  • Provides subject matter expertise to include cloud, artificial intelligence, software and other IT solution development across Information Technology Category (ITC) and in support of ITC and OneGov agency customers. Defines strategy to build and retain the ITC/ Federal Acquisition Service (FAS) internal, to include OneGov, technical resources; serves as the liaison with the technology partners managing and evaluating the relationships and the efficiency, results and productivity on an ongoing basis.
  • Serves on agency, interagency and technical society committees as a recognized authority in the emerging technical area. Identifies, leads, and participates in special projects or studies, work groups, task forces and panels, frequently focusing on unprecedented problems, and shaping the future direction of ITC programs, to include the OneGov activities.
  • Uses knowledge of Federal government (public sector) business models and value proposition to analyze customer needs and define opportunities for improved or new emerging technology solutions. Performs key leadership role within ITC, and the OneGov Program, leading the direction for the technology strategy following appropriate policies, procedures, and standards to further advance information technology solutions for use throughout the agency as well as customer.
  • Represents and speaks for the ITC AC and in dealing with key GSA/FAS officials, other agency officials, representatives of business, industry, and other matters involving plans, programs, policies and objectives of the Office of ITC. Exercises broad discretionary authority in making on the spot decisions and commitments.
  • Establishes productive contacts with Government and private industry to maintain and enhance technical knowledge and skills. Maintains liaison with academic communities and professional groups to ensure expanding competence in IT strategy. Develops cyberspace plans, strategy and influences policy to support and align with organizational cyberspace missions and initiatives.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-15 salary range starts at $150,359 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS:

- Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
- Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
- Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
- Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is defined as: Experience developing, communicating and implementing a vision or strategy for a cloud technology-focused program or cloud technology-focused organization aligning customer or stakeholder needs to solutions; Experience facilitating and leading cross-functional teams that provides or supports delivery of modern technology or digital product(s), platform(s), or service(s); Experience developing and managing program plans, monitoring activities through performance indicators, and facilitating resources to mitigate risks, making improvements and/or resolving unforeseen problems; Experience building and stewarding relationships and alignment with customers and/or stakeholders; and Experience in writing white papers or acquisition documents for Cloud solutions.

  5. Skill in building strong partnerships across stakeholders to sustain technical excellence and maintain engagement with expert communities to advance IT planning and capability.
