Duties
The duties and responsibilities for a IT Specialist GS-2210-13 generally include, but are not limited to, the following:
- Developing and maintaining enterprise information technology strategies, target architectures, and modernization roadmaps
that define the future state of EOIR's applications, data environments, cloud services, infrastructure, and cybersecurity capabilities.
- Conducting technical analysis of enterprise systems, platforms, and architectures to identify gaps, interoperability issues, performance limitations, security weaknesses, and opportunities for modernization and optimization.
- Developing technical documentation including architecture diagrams, system dependency models, capability maps, and modernization transition plans.
- Analyzing complex business and mission requirements and translates them into technical architecture recommendations, system capabilities, and solution requirements supporting enterprise modernization efforts.
- Researching and applying Federal IT policies, NIST standards, Zero Trust architecture principles, and industry best practices to ensure compliance and modernization alignment.

Qualifications
To qualify for the position of IT Specialist, at GS-2210-13, you must meet the basic qualification requirements listed below.
Basic Qualifications (2210 series): Please refer to the OPM IT Management Series 2210 Qualification Standard for the specific experience requirements for the GS-12 and above positions.
AND
Specialized Experience: To qualify for the GS-13 grade level, you must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable non-Federal experience. Specialized experience is defined as experience performing the following duties:
- Analyzing information technology systems and portfolios to identify performance gaps, security vulnerabilities, operational weaknesses, and technology discrepancies;
- Developing and delivering technical briefings and documentation to support IT investments strategies, enterprise capabilities, and cross-functional modernization initiatives;
- Applying Federal IT policies, NIST standards, Zero Trust architecture principles to conduct risk assessments and ensure compliance with enterprise standards; AND
- Analyzing and integrating IT principles across business processes, applications, and infrastructure environments to improve data quality, accessibility, operational efficiency, and mission outcome.
