Summary

The Smithsonian Institution (SI) is the world’s largest museum, education, and research complex dedicated to the increase and diffusion of knowledge, with 21 museums and the National Zoo.  This position is in the Office of the Chief Information Officer (OCIO). Financial Management Systems Division (FMSD), Office of Systems Modernization (OSD). The Smithsonian's information Technology needs are led and provided by the Office of the Chief Information Officer.

Duties

The IT Specialist (APPSW) serves as a senior information technology specialist tasked with primarily performing IT Project Management, IT Operations support, IT Analysis, Design development and implementation support for the Smithsonian's ERP Financial management system, Oracle PeopleSoft and associated 3rd party software solutions.

In this position, you will:

  • Serve as a project manager for the Smithsonian’s Oracle PeopleSoft Financial System’s Asset Management software module.

  • Provide expertise and support in implementing and evaluating AIS financial systems that incorporate Federal and Non-Profit account principles including Oracle PeopleSoft 9.0 or higher
    versions of accounts payable, general ledger, contracting, travel, purchasing, budgeting, grants, accounts receivable, and asset management including support for 3rd party integrations and solutions Edenred, mobilePlus, and CACS.

  • Serve as a senior customer relationship manager providing oversight for the Institution’s Oracle PeopleSoft Financial Systems Customer Support and Services program.

  • Use government standards including FFMIA (Federal Financial Managers Integrity Act), JFMIP (Joint Financial Management Improvement Program), and FASAB (Federal Accounting Standards Advisory Board) rules to use non-profit accounting principles and systems supporting organizations operating under non-profit organizations to provide customer guidance and advice.

Qualifications

GS-14 Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as experience evaluating AIS financial systems using Oracle PeopleSoft 9.0 or higher versions of accounts payable, general ledger, and contracting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:

  3. Oral Communication:  Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed.  Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience.  Facilitates an open exchange of ideas to ensure all group input is considered.  Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
  4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  1. Knowledge of project management methodologies and techniques for implementing advanced computer technologies and software applications to design, develop, deploy, operate, maintain, and enhance large enterprise financial management system modules, gained through experience.
