This position is located in Division of Management Service, Branch of Information Resources in the Data and Applications Division.

Duties

As an Application Development Team Lead working with a strong emphasis on Microsoft development environment, your role involves supporting and guiding a team of developers and contractors to create robust and efficient software solutions, your role extends beyond technical expertise. Effective organization, communication, leadership, and collaboration are equally essential for success in this position.

Leadership and Coordination:

  • This includes COR responsibilities; you'll lead and coordinate the efforts of a development team. This includes assigning tasks, managing workloads, and ensuring smooth workflow for service delivery. As a team lead, you'll take the lead in engaging customer to set project targets and priorities. You'll define project milestones, deadlines, and deliverables.
  • Quality Evaluation: Regularly evaluate the quality of development work. Ensure adherence to coding standards, best practices, and industry norms.

Technical Expertise and Mentorship:
  • Resolve Disputes: Address any disputes or conflicts within the team. Foster a collaborative environment and facilitate effective communication.
  • Training and Mentorship: Provide, recommend and coordinate training and mentorship to team members. Help them enhance their technical skills, problem-solving abilities, and understanding of Microsoft development tools.
  • Keep abreast of the latest Microsoft technologies, frameworks, and tools. Guide team in adopting best practices and staying ahead in the ever-evolving tech landscape.

Technical Skills and Decision-Making:
  • Evaluate, develop and implement application solutions possessing a strong understanding of Microsoft development tools (such as Visual Studio, DevOps, Git, .NET, Azure, Microsoft SharePoint, Office 365, Oracle and SQL Server) is crucial. You'll guide architectural decisions and design choices.
  • Assess risks related to technology choices, scalability, security and performance. Make informed decisions to mitigate these risks.
  • Organize and manage software development life cycle (SDLC) processes for your team. Ensure efficient development, testing, deployment, and maintenance.

Project Management and Collaboration:
  • Work closely with business analysts, project managers, and other stakeholders. Understand business requirements and translate them into technical solutions.
  • Continuously innovate to enhance the application's capabilities, performance, deployment, and stability. Explore new features and functionalities offered by Microsoft technologies.
  • Collaborate with customers to gather requirements, provide updates, and ensure alignment with project goals.

Qualifications

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement and specialized experience for the respective grade level in which you are applying:

Basic Requirement: All applicants must have IT-related experience demonstrating ALL of the following four competencies:

1) Attention to Detail - Develops programming specifications for modifications to existing complex, interrelated systems, or new systems where precedents exist at the same general level of operation;
2) Customer Service - Develop and support state-of-the-art applications and tools applying standard IT methodologies, requirements analysis, modern analysis and design concepts, enterprise business rules and project documentation and coordination;
3) Oral and Written Communication - Provide technical guidance to an application development team and read, write, and store sensitive unclassified and privacy act data electronically in digital format; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience, GS-12:

In addition to meeting the Basic Requirement listed above, you must also have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Designing, developing, and managing IT systems that meet current and future business requirements; (2) Applying and extending, enhancing, and/or optimizing existing architectures of application software; (3) Independently conducting system documentation, design, development, configuration management, data administration, system integration and testing; (4) Utilizing computer security regulations to establish computer security procedures; and (5) Facilitating user interface and access to computer systems by giving training on software and interface commands, communications software, and/or application systems.

Physical Demands: The work is primarily sedentary. No special physical demands are required to perform the work. Work can require travel to and from meetings and conferences away from the work site and the ability to operate motor vehicle and/or travel my commercial carriers is required. On occasion, incumbent must participate in system demonstrations and field-based test to verify system operation. or investigate operational problems at field locations.

Working Conditions: The work is performed in a typical office setting; but requires travel to attend meeting and conferences and field assignments. On occasion, incumbent must participate in system demonstrations and tests in uncomfortable conditions (rugged outdoor environments, exposed to hot, cold and wet days).
