Duty locations are limited to the following for this position: San Diego, CA; Aurora, CO; Denver, CO; Washington, DC; Baltimore, MD; Kansas City, MO; Trenton, NJ; Las Vegas, NV; Dallas, TX; Seattle, WA; Spokane, WA. Any current VAOIG employee selected will remain at their current duty location.
As an IT Specialist (APPSW/DATAMGT), you will:
- Apply agile development methodology expertise in developing applications using a suite of technologies and platforms including C#, Microsoft .NET MVC, Web API, JavaScript, Vue.js, and more.
- Provide OIG components with comprehensive data analysis support. This includes analyzing and defining data requirements and specifications, resolving complex data management and data analysis problems, highlighting optimal software solutions, as well as evaluating and providing recommendations on the adoption of new technologies in support of software development, data mining, data warehousing, and other data storage and retrieval systems.
- Serve as a subject matter expert in several critical areas of information technology, acting as a beacon of expertise and a driver of innovation within the division and broader agency.
- Spearhead design, development, and implementation of sophisticated software and business intelligence solutions.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as:
- Applying automated data processing standards and techniques such as: data validation, project documentation, program testing, or programming procedures; AND
- Employing agile software development methodology to design, develop, deploy, and maintain custom software or business intelligence products; AND
- Organizing or establishing training on data analysis principles, methodologies, or techniques to improve efficiency and quality of work; AND
- Coaching or mentoring others on problem solving, work methods and best practices in database programming or software engineering;
AND
- Provisioning, deploying, or utilizing Azure cloud assets such as Synapse Analytics, Azure Data Lake Storage, etc.
To be qualified for this position at the
GS-13 level, you must have at least one year of specialized experience equivalent to the
GS-12 level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as:
- Applying automated data processing standards and techniques such as: data validation, project documentation, program testing, or programming procedures;
AND
- Employing agile software development methodology to design, develop, deploy, and maintain custom software or business intelligence products;
AND
- Provisioning, deploying, or utilizing Azure cloud assets such as Synapse Analytics, Azure Data Lake Storage, etc.;
AND
- Organizing or establishing training on data analysis principles, methodologies, or techniques to improve efficiency and quality of work.
To be qualified for this position at the
GS-12 level, you must have at least one year of specialized experience equivalent to the
GS-11 level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as:
- Applying automated data processing standards and techniques such as: data validation, project documentation, program testing, or programming procedures;
AND
- Employing agile software development methodology to design, develop, deploy, and maintain custom software or business intelligence products;
AND
- Provisioning, deploying, or utilizing Azure cloud assets such as Synapse Analytics, Azure Data Lake Storage, etc.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
To be found well-qualified, and in addition to meeting specialized experience, the applicant must have documented the following experience: Having a solid and comprehensive understanding of the position. Can perform the required tasks efficiently and is proficient in applying the knowledge, skills, and abilities of the job.
If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan(CTAP)/Interagency Career Transition Assistance Plan (ICTAP)) you must be assigned the middle category or better to be rated as "well qualified" to receive special selection priority.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
