Summary

This position is located in the Information Technology Division within the Department of Finance and Administration (A&F), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-13/14, MCC uses a pay banded system to compensate employees. This position is pay band 4A/3B which is generally equal to GS-13/14.

Duties

The Information Technology Specialist (IT)/Associate Director of Infrastructure Operations (IO) will support the Director of IO by providing the expertise and skillset to:

  • Define technical requirements for network and server infrastructure, including network management platforms, cloud computing solutions, cloud communications and collaboration systems, physical and virtual appliances, cloud storage, and commercial off-the-shelf (COTS) software.
  • Oversee the coordination of network operations, server maintenance, and infrastructure support to ensure efficient operations and timely resolution of issues.
  • Assist in the oversight of contractor teams responsible for server and storage resources, network and telephone systems, communications support, disaster recovery, and infrastructure services delivery.
  • Develop project plans and budgets for network initiatives, determining scope, methods, and resource requirements. Coordinate actions for the implementation of new technologies.
  • Provide oversight of the IO branch's role in a robust Cybersecurity program. Oversees the development and comprehensive review of policies, procedures, and desk guides, ensuring strict compliance with federal cybersecurity mandates (e.g., NIST, OPM, CISA).
  • Oversee the collection of audit-related information from those responsible within the IO branch.
  • Administer IT-related contracts, including overseeing contractor performance to ensure services meet MCC's requirements. Work with vendors to ensure timely delivery of services and resolution of technical issues. Align contracts and contractor technical directions with Division, Department, and Agency goals.
  • Foster relationships with internal teams, external agencies, and contractors to ensure efficient service delivery. Represent the organization in professional, governmental, and industry forums related to telecommunications and IT.
  • Identify advanced system concepts to modernize the network infrastructure. Develop techniques to improve operations and maintenance, optimizing both material and manpower resources.
  • Prepare technical specifications and acquisition documentation for IT resources and services, working with the acquisition manager to meet technical requirements.
  • Collaborate with system developers to analyze, specify, and define interface requirements for automated information systems (AIS) within the network architecture. Help review operational needs, system specifications, and installation requirements, identifying deficiencies and proposing solutions.
  • Perform additional duties as assigned to support organizational objectives.

Qualifications

To qualify for pay band 4a applicants must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4b (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this examples of experience are: defining technical requirements for network and server infrastructure, including network management platforms, cloud computing solutions, cloud communications and collaboration systems, physical and virtual appliances, cloud storage, and commercial off-the-shelf (COTS) software; coordinating network operations, server maintenance, and infrastructure support to ensure efficient operations and timely resolution of issues; providing input into project plans and budgets for network initiatives; working with vendors to ensure timely delivery of services and resolution of technical issues; and preparing technical specifications and acquisition documentation for IT resources and services. Note: This experience MUST be well documented within your resume or application.

To qualify for pay band 3b applicants must meet the following:

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position.
